This is a position specific recruitment for the Department of Natural Resources, Forest Service- Oakland, MD.  This recruitment will be used to fill current and future vacancies for this position/function only.  The resulting eligible list will be maintained for one year.  Persons interested in future vacancies within this classification must re-apply.

LOCATION OF POSITION

Mt. Nebo Field Office - Oakland, MD (Garrett County)

Main Purpose of Job

The Department of Natural Resources, Forest Service, Western Region, is currently accepting applications for a Forestry Manager II position located in Garrett County, to be stationed at the Mt. Nebo field office in Oakland Maryland. This position serves as the Forestry Project Manager responsible for supervising and implementing Forest Service field operations in Garrett County. Among these duties are supervision and implementation of multiple programs such as Forest Stewardship, Urban and Community Forestry, Wildland Fire, and Maryland's many tree planting initiatives. Duties also include the supervision of project staff, serving as Executive Secretary for the local Forestry Board, enforcement of State laws and regulations, installation of riparian forest buffers for watershed enhancement and protection, community outreach and education, and forest data collection and analysis. The Forestry Project Manager is responsible for assisting forest landowners through the development and implementation of Forest Stewardship Plans and administration of the Tree Farm program and State and Federal cost-share assistance programs. The selected candidate supports local communities, municipalities, and governmental agencies through urban tree planting, enforcement of the Roadside Tree Law, and the supervision of urban tree canopy and tree care practices in the Garrett County area. The incumbent is also responsible for the coordination of wildfire suppression and investigation and law enforcement emergencies within Garrett County.

MINIMUM QUALIFICATIONS

Education: A Bachelor of Science degree in forestry from a school of forestry accredited by the Society of American Foresters.

Experience: Four (4) years of professional forestry experience involving forest or park management, wildlife biology, forest recreation planning, forest engineering, urban and community forestry, timber harvest and marketing, forest planning or forest protection. Two (2) years of this experience must have involved supervision of employees engaged in related forestry activities.

Notes:

1. Applicants may substitute a Master’s degree approved by the State Board of Foresters for one year of the non-supervisory experience.

2. The education requirement is pursuant to the Business Occupations and Professions Article, Sections 7-206 and 7-304 of the Annotated Code.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in the natural resources management and biological sciences classifications or natural resources management and biological sciences specialty codes in the forestry field of work on a year-for-year basis for the required experience and education.   

LIMITATIONS ON SELECTION

This recruitment is limited to current Department of Natural Resources, (DNR) employees only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

1. Pursuant to the Business Occupations and Professions Article, Section 7-304 of the Annotated Code, employees with two or more years of experience as described above shall qualify for a license issued by the State Board of Foresters. Persons appointed to this classification must obtain this license before the end of their probationary period or during the first year of employment for promotional employees.

2. Employees appointed to positions in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

1. Persons appointed to this classification will be subject to assignment in any State forest or in any county of the State. Upon permanent appointment, the employee will be required to reside in the county or region to which they are assigned.

2. Employees in this classification are subject to call-in and, therefore, are required to provide the employing agency with a telephone number where they can be reached in case of forest fire emergencies.

3. Employees in this classification will be required to obtain specific levels of fire suppression training as mandated by agency policies.
