Main Purpose of Job

This position directs the activities of the Infrastructure and Systems Development Unit within Maternal and Child Health Bureau's (MCHB) Office for Genetics and People with Special Health Care Needs (OGPSHCN). This position leads in the development and execution of programs and policies for special needs populations and their families.  This position represents the office in a liaison capacity with MCHB officials and other state, local and federal agencies, Consortium of Care for Children with Special Health Care Needs (CSHCN), task forces, committees, and workgroups.  The responsibilities also include grants management and budget oversight to achieve OGPSHCN mission and vision through systematic development of program goals and objectives that promote improved systems of care for CSHCN.  This position also plans, organizes, and supervises the work of assigned personnel.  It also leads in the development and writing of the required Title V MCH Block Grant Reports and periodic Needs Assessments; and new funding opportunities.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited college or university in nursing, social work, psychology, education, counseling, or a related field.

Experience: Six years professional experience in health services, three of which must have been in professional clinical or administrative services in areas other than Mental Health, Developmental Disabilities or Addictions, and four of which must have been at the managerial or supervisory level.

Notes:

1. Applicants may substitute a master’s or Doctoral degree in a health or human services field for up to two years of the required general experience.

2. A bachelor’s degree from an accredited college or university in another field plus an additional year of professional experience in health services may be substituted for the specific degree.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Health Care Administration classifications or Health Services Administration specialty codes in the health related field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

The successful applicant should have: (1) project manager experience; budget development and oversight experience; (2) experience working with children with special needs and their families; (3) report and grant writing experience; (4) experience in leading task forces, committees, and workgroups; (5) public speaking experience; and (6) supervisory experience.
