Introduction

The Maryland State Treasurer’s Office is seeking an individual with excellent verbal and written communication skills to serve as the central office administrator.

Annapolis, Maryland

Main Purpose of Job

The Treasurer is a Constitutional Officer responsible for the procurement of all financial and insurance services.  As such, this position, which is housed in the Budget & Financial Administration Division of the Agency will provide support for the sole Procurement Specialist who handles all of these procurements.

The support responsibilities range from assisting the Procurement Specialist in managing administrative aspects of statewide procurements to posting monthly and quarterly procurement reports to the prospective agencies. 

This position will also provide administrative support to the division and its director, and will maintain the division’s leave calendar. 

Lastly, the person in this position will serve on the Agency front desk reception rotation.

POSITION DUTIES

The Office Administrator is responsible for a variety of administrative functions such as:

fleet management reporting

supplies and inventory control

building maintenance

preparation of telecommunication work orders and installation requests 

corporate purchasing card administration

Additionally, the person in this position will serve as the agency buyer for routine procurement of commodities and is responsible for generating agency-wide purchase orders as well as the task of procuring the State Treasurer’s Office Annual Report.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four year college or university including or supplemented by at least 18 credit hours in accounting, business administration or equivalent business subjects.

Experience: Three years of employment in responsible public administration, business administration, and/or accounting or auditing.

OR

Education: Graduation from a standard high school, including or supplemented by 18 credited hours in business administration, accounting, or equivalent business subjects.

Experience: Seven years of experience as defined above.

Note: 

1. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in financial administration and program classification or financial administration specialty codes in the accounting and budget group field of work on a year-for-year basis for the required experience and education. 

SELECTIVE QUALIFICATIONS

Two years of the required years of experience must be in management of small contracts (i.e. commodities, maintenance, telephones).

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will have broad experience in Microsoft Office applications such as Word, Excel & power point at an intermediate to proficient level.

 Experience in Governmental procurement is preferred.

SELECTION PROCESS

Applicants who meet the minimum qualifications will be admitted to examination for the classification.  Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.  Only those individuals whose applications reflect the necessary education and experience will be considered, so please describe all relevant experience and education in detail.
