Main Purpose of Job

The Workforce Development Manager oversees all staff assigned to BCDSS Family Investment Administration employment services including Program Manager of FIBEX, Business Partnership Supervisor, Work Program Administrator and Contracts Monitor. The incumbent will be responsible for the development, production, distribution and analysis of requests for proposal, vendor contracts, financial records, performance outcomes and data reports regarding the agency's efforts in job readiness and employment services for TANF customers. Incumbent provides oversight and management to ensure that the agency meets and exceeds Federal Work Participation Rate (WPR), Department of Human Resources employment goals and agency mission. This position develops and secures placement opportunities through negotiated agreements with local and national employers and works in tandem with local and state governmental agencies, for-profit businesses and non-profits.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor’s degree from an accredited four-year college or university.  

Experience: Nine years of experience in administrative, professional or technical work, four years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.  

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, four (4) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

Three years of required general experience must have included experience in performance monitoring, with two years of this experience having direct responsibility of an annual budget no less than $1 million. 

DESIRED OR PREFERRED QUALIFICATIONS

Strong preference will be given to applicants that possess the following.  Include clear and specific information on your application regarding the qualification(s).

Experience managing programs, grants awards/applications, and/or contracts providing at least one of the following services: workforce development for adults or youth, housing development, community development, emergency assistance or public assistance.
