Main Purpose of Job

The main purpose of this position is to oversee, direct and coordinate the implementation of the Customer Service Center within Baltimore City Department of Social Services (BCDSS).  This position is to help coordinate, validate, and analyze data from all areas of BCDSS (FIA, Adult, Family, and Children's Services, Human Resources, and Finance). This position will be responsible for designing and reviewing analyses of large data sets procured from Client Automated Resource and Eligibility System (CARES), QFLOW, GNAV, and Children's Electronic Social Services Information Exchange (CHESSIE).

This will involve supervising other BCDSS analysts, translating analyses into actionable recommendations through communicating internally with the Innovation Office Team, BCDSS Executive Team, and coordinating with external agencies, including the University of Maryland - School of Social Work, University of Baltimore, as well other Baltimore City agency partners to conduct meaningful program analysis.

The position will also personally validate data, develop data sharing agreements, and, as necessary, conduct some data analyses.

The position will also be responsible for designing and/or contributing to major BCDSS initiatives to improve policies, procedures, and the overall timing and quality of service delivery.

Examples of projects include the 2015-2017 FIA Strategic Plan, BCDSS participation in the National Policy Academy, the standardization of BCDSS data and reporting process, any process improvement projects, as well as any transitions to new data systems.

As needed, this position will also train BCDSS employees, including Unit Managers, to increase the agency's overall analytic capacity.

POSITION DUTIES

Assume management responsibilities for the customer service case managers. 

Ensure case managers answer over 6,000 weekly customer telephone calls and process outstanding or ‘ready-to-work’ cases for benefits by developing procedures to respond to customer service questions related to benefit eligibility, application status and compliance. 

Exercises judgment in interpretation and application of policy and procedures and ensures the delivery of cash assistance, supplemental food, medical assistance, work-activity and all other BCDSS services.

MINIMUM QUALIFICATIONS

THIS RECRUITMENT IS LIMITED TO CURRENT STATE OF MARYLAND EMPLOYEES, ONLY.

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.  

Notes:  1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.  

2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

SELECTIVE QUALIFICATIONS

You must meet both Minimum Qualification and Selective Qualifications to be approved.

One year of experience developing operating procedures for Family Investment Administration (FIA).  

DESIRED OR PREFERRED QUALIFICATIONS

The preferred candidate will possess:

High Proficiency in Microsoft Excel Experience working with analytical tools such as Access, R, and SPSS.

Familiarity with DHR data sharing policies and procedures.

Ability to summarize and communicate complex data analysis to non subject matter experts.
