Main Purpose of Job

The Supervisor of the Quality Assurance Unit within the Social Services Administration (SSA), Department of Human Resources (DHR) provides supervision to Quality Assurance staff and oversees the State's Child Welfare Continuous Quality Improvement process for the 24 Local Department's of Social Services (LDSS) to ensure that LDSS provides effective services to children and families which result in positive outcomes such as child safety, well-being, and permanency. The incumbent in this position conducts on-site reviews, completes case reviews and written reports; provides technical assistance to LDSS's; performs other tasks required to conduct Quality Assurance/Continuous Quality Improvement reviews per State and Federal laws to include DHR/SSA policies and procedures; communicates to chain of command, DHR/SSA leadership, LDSS's, and external stakeholders on a regular basis; plans, organizes, supervises and guides Quality Assurance staff in the overall planning of the Continuous Quality Improvement process to ensure effective, efficient, and accurate work completion, in accordance with Federal and State laws and policies. This position manages the workload and workflow of the unit; provides feedback to supervisees; revises/finalizes unit work prior to submission for sign-off and/or release to LDSS's or others; and requires statewide travel, up to 25%.

MINIMUM QUALIFICATIONS

Please describe in detail any job duties relating to the minimum qualifications stated below and include any computer software experience (Excel, CHESSIE, Powerpoint, Word etc.) used in the each of the positions you held.

Education: Possession of a bachelor’s degree from an accredited four-year college or university.

Experience: Seven years experience in administrative, professional or technical work, two years of which must have involved supervision of other employees or exercising responsibility for program development.

Notes:

 1. Applicants may substitute education at the graduate level at an accredited college or university at the rate of 30 semester hours on a year-for-year basis for a maximum of two years of the required general experience.

 2. Experience in a human service program may be substituted on a year-for-year basis for the required four years of college education.

3. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education, two (2) years of which must have been in an administrative supervisory or consultative capacity.

Applicant must meet both Minimum AND Selective Qualifications.  

SELECTIVE QUALIFICATIONS

One year of experience in Quality Assurance and monitoring of a Child Welfare Program or one year of experience in a consultative capacity in a Child Welfare agency.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
