Main Purpose of Job

This position reports directly to the Executive Director with independent responsibility for leadership, coordination, and general supervision of all Board operations to assure operational efficiency and consistency with the Board's goals and policies. This position also requires extensive knowledge of Board operational and program policies and the pharmacy health delivery systems preparation of collected data and requires a high level of analytical skills. The incumbent will assist the Executive Director of the Maryland Board of Pharmacy in the administration of the Board, including budgeting, and regulatory functions such as preparing budget analyses and economic impact statements. The incumbent will also interact with Comptroller and Treasure offices, conduct audits, and interact with the Health Occupation Board's Fiscal Analyst and Board's Assistant Attorney General. This position is authorized to manage the Board's office in the Executive Director's absence. Specifically, in the absence of the Executive Director, this position is authorized to: directly prepare, review, and approve all fiscal/budget reports for submission to the Board, approve timekeeping reports, approve travel and/or training requests, preside at personnel disciplinary proceedings and direct related actions; approve/issue procurement proposals and/or contracts; and sign any related documents.

A primary duty of this position will be to directly supervise and support the Board's Administration and Public Support (APS), Management Information Services (MIS), and Date Integrity Services (DIS) unit managers/coordinator and to support the Executive Unit in oversight of all functions under the authority of the Board.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five (5) years of experience in administrative staff or professional work. One (1) year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal applicant should have experience in: (a) financial management with high levels of contracts, budget preparation, tracking of expenditures, and procurement (b) recruiting personnel and/or staff (c) supervisory/managerial experience in evaluating, supervising, and presiding disciplinary proceedings, as well as approving timekeeping reports, and travel/training requests.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
