POSITION DUTIES
Coordinate State Planning Efforts with NCR Partners
- Attend Appropriate Regional Emergency Support Function (RESF) monthly meetings.
- Share information on State and local planning efforts with regional counterparts.
- Participate in and contribute to regional planning projects or initiatives.
Coordinate State Emergency Planning Efforts with Local, Regional, Federal and Private Sector Partners
- Update MDOD’s State Plan related to Emergency Planning in MD.
- Identify state, local, regional and federal partners to form a Planning Team to implement key initiatives of the State Plan.
- Identify additional requirements and products to support MD planning efforts and ensure accessibility.
- Conduct Regional Conferences in the NCR on Emergency Preparedness with and for people with disabilities.
- Assist other units of state and local governments to review legislation and draft regulations regarding emergency preparedness and people with disabilities.
Conduct Statewide Emergency Preparedness Planning and Outreach Efforts
- Conduct outreach efforts with non-English speaking groups to assist them in preparing for emergencies
- Facilitate training opportunities with agencies supporting people with disabilities to develop plans and implement strategies for evacuation and sheltering in place.
- Serve as the primary facilitator of jurisdictional planning groups throughout the state which include people with disabilities, local emergency responders, provider and advocacy organizations, and local government agencies.
MINIMUM QUALIFICATIONS
Education: A Bachelor's degree from an accredited college or university.
Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.
Notes:
1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.
2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.
SELECTIVE QUALIFICATIONS
Applicants must meet both the minimum and selective qualifications to qualify for this position.
Selective Qualifications:
- Experience developing training programs and performing training.
- Extensive knowledge of all phases of disaster mitigation (preparedness, response, and recovery) and principles of emergency management (planning and development).
- Two (2) years of the required five years of experience must have been in emergency management, planning, or related field.
DESIRED OR PREFERRED QUALIFICATIONS
Preferred Qualifications:
- Experience in developing operations plans, operational plans, and SOPs at the federal, state, and/or local levels.
- Certification in emergency preparedness planning and management or certification in disaster recovery/continuity.
- Experience designing and implementing emergency preparedness training courses for one or more audiences including people with disabilities.
- Experience developing and implementing training procedures and strategies for evacuation and sheltering in place.
- Knowledge of applicable Homeland Security, emergency management and/or other federal laws and regulations governing the conduct of preparedness activities.
- Strong analytical, organizational and communication skills.
