Main Purpose of Job

This position ensures equal opportunity by providing technical advice and guidance concerning the application of the Americans with Disabilities Act (ADA) and related State disability laws within the Department of Human Resources' (DHR), Office of Employment and Program Equity (OEPE).  The incumbent in this position applies expert knowledge of federal and State equal opportunity laws; investigates employees and program participants' complaints of discrimination based on all protected classes (i.e., age, race, color, national origin, disability, gender, sexual orientation, marital status, religion, creed, political affiliation, transgender identity and/or expression including all theories of discrimination, harassment and retaliation); and provides technical guidance in other areas of equal opportunity compliance impacting Titles VI and VII of the Civil Rights Act of 1964, the Age Discrimination in Employment Act and related State and Federal statutes.  This position also has frequent contact with DHR and Local Department of Social Services agency staff to provide well-informed guidance regarding requests for reasonable accommodation based on disability; develops uniform procedures and standards for processing reasonable accommodation requests; serves as the point of contact for ADA Field Coordinators'; screens all written and verbal complaints filed with OEPE; conducts training for DHR staff both centrally and locally on sexual harassment, ADA, diversity and any other equal opportunity issues; monitors and reviews proposed legislation and makes recommendations as warranted; and serves as Continuity of Operations Point of contact and lead worker in the absence of the Director and Deputy Director.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Five years of experience in administrative staff or professional work. One year of this experience must have involved one or more of the following: the supervision of other employees, overseeing and coordinating the general operations of a unit, applying rules and regulations, or exercising responsibility for the development of policies or procedures.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

Two years experience responding to requests for reasonable accommodations under the Americans with Disabilities Act and must be able to provide guidance to staff on disability matters.

4. Excellent computer skills with Microsoft Word, Excel, and PowerPoint.

5. Ability to prioritize and multi-task effectively.

6. Experience planning and delivering live or web-based training.

7. Strong time management, priority setting and problem-solving skills.

8. Flexibility in a busy environment. 9. Team player.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
