Introduction

MEMA is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery, helping to ensure that all Marylanders are prepared, making Maryland more resilient. This position is considered emergency essential and operates on 12 hour shift rotations in the State Emergency Operations Center (SEOC) during activations.

Main Purpose of Job

The Maryland Emergency Management Agency (MEMA) is the agency of State government with primary responsibility and authority for emergency preparedness policy, and for coordinating hazard mitigation, incident response, and disaster recovery, helping to ensure that all Marylanders are prepared, making Maryland more resilient.

The position reports to the SEOC Manager within the Operations Directorate and works closely with local jurisdictions. The position covers the National Capital Region but could be assigned to any region of the state. The position supports the other directorates and the Executive Director and critically supports the public safety mission of the Agency by:

  • Maintaining 24/7/365 situational awareness across the State of Maryland for potential and/or actual threats, incidents, and disasters.
  • Supporting MEMA strategic initiatives across all 26 local jurisdictions and the two Urban Areas Security Initiative (UASI) regions within Maryland. 
  • Supporting MEMA Administration Directorate with specific tasks and initiatives (e.g.; grant inventory, auditing, applications, spend down and Public Assistance support) across all 26 local jurisdictions and the two UASI regions within Maryland. 
  • Supporting MEMA Preparedness Directorate with specific tasks and initiatives (e.g.; planning, training and exercise, public outreach, private sector integration, and mitigation) across all 26 local jurisdictions and the two UASI regions within Maryland. 
  • Providing all 26 local jurisdictions within Maryland operational support in preparation for, mitigation from, response to and recovery from an emergency. The position operates in local or State emergency operations centers during scheduled events, emergencies and disasters. This position may also respond in the field to the scene of a local incident.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Minimum of two years experience in Emergency Management
  • Possess Advanced Professional Series (APS) Certification

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
