Main Purpose of Job

The Department of Natural Resources, Fisheries Service in Annapolis, Maryland, is currently accepting applications for a Program Administrator II (Recreational Harvest Data Program Leader).

As the Recreational Harvest Data Program Leader, the main purpose of this position is to direct all aspects of the Recreational Harvest Data Program including planning, organizing and supervising the work of technical personnel; coordinating with the National Marine Fisheries Service (NMFS) and the Atlantic Coastal Cooperative Statistics Program (ACCSP) and other Maryland DNR Fisheries units; and making recommendations to the Department with respect to the development and use of recreational fishing estimates for Maryland. This position will coordinate field survey activities, including field staff assignments, quality control/quality assurance checks on completed forms, maintenance of site and vessel registry information, and submission of weekly data to ACCSP. Occasional in-state travel will be necessary.

The data collected are vital for effective management of recreational fish species in Maryland. The National Marine Fisheries Service manages a set of recreational angler surveys collectively know as the Marine Recreational Information Program (MRIP) to estimate recreational harvest in the Atlantic states. In January 2016, the Maryland Fisheries Service will assume management of several aspects of MRIP in Maryland, including the Access Point Angler Intercept Survey (APAIS), validation and updates to the Maryland portion of the APAIS Site Registry and MRIP For-Hire Survey Vessel Registry, and validation for the Maryland portion of the MRIP For-Hire Survey.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four (4) years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of the above experience must include working with biological data sets.

DESIRED OR PREFERRED QUALIFICATIONS

  • Knowledge of local target recreational fish species and waterways is preferred.
  • Knowledge of SAS, Microsoft Excel, Word and Access is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
