LOCATION OF POSITION

This position is located in the Grants & Loans Section of the Facilities Planning, Design, Construction & Energy Division of the MD Department of General Services, in Baltimore, Maryland.

Main Purpose of Job

The main purpose of this position is to assist the Program Manager in supporting and coordinating the technical, fiscal, legal, and administrative requirements of the Governor’s and Legislature’s Bond Bill Initiatives, including enforcing the terms, conditions and requirements of the authorizing legislation and subsequent grant agreements. This position is key to the Board of Public Works’ ability to facilitate capital projects identified by the Governor and Legislature to receive State of Maryland funds.

POSITION DUTIES

Duties for this position include but are not limited to:

  • Assists in the daily operations of the unit to ensure consistency and quality of work product.
  • Performs tasks and monitors grant activities to ensure grant documents, encumbrances, expenditures, deliverables and deadlines are complete, accurate, and timely.
  • Determines eligibility and compliance with terms and conditions of grant agreements, program policies, and legislation.
  • Identifies, investigates, and analyzes issues and develops solutions to meet the objectives of the grants program.
  • Coordinates workflow with staff of other Administrations and State Agencies in functional areas of work.
  • Interprets and makes recommendations regarding the application of program policies, rules, regulations, and legislation.
  • Evaluates the efficiency of operations and recommends new policies, standards and workflow procedures.
  • Assists in the resolution of State, internal or private audits.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

SELECTIVE QUALIFICATIONS

One year of experience performing public relations and outreach with the general public and senior-level public/private sector officials.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of procurement practices, contract law and understanding concepts related to contract administration is preferred.

Knowledge of the State's legislative process, ability to exercise judgment in interpreting and applying laws, regulations, policies, rules and procedures is desired.

Two or more years of experience involving capital project administration is preferred.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

EXAMINATION PROCESS

The examination will consist of a rating of your education, training and experience related to the requirements of the position. Successful candidates will be placed on the employment eligibility list categorized as BEST QUALIFIED, BETTER QUALIFIED, or QUALIFIED. The eligibility list will be valid for one year and may be extended. The list will be used by the hiring agency to select employees.

Eligible lists may be used to fill future vacancies of the same classification.

You MUST possess the minimum and selective qualifications.  Verification will be completed by the appointing authority. If you are scheduled to complete an educational or licensing requirement within six months of the examination, you may participate in the examination process. Permanent State employees may also complete necessary experience requirements within six months of the date of an examination. Credit is given for relevant part-time, temporary or volunteer experience based on the number of hours worked per week. You must include on your application the time spent on such activity. You must be legally authorized under the United States Immigration Reform and Control Act to be hired in the position for which you apply.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
