Introduction

The Maryland Department of Labor, Licensing and Regulation, Division of Unemployment Insurance (DUI/UI Support Services is recruiting for qualified candidates for the position of Administrator II (Special Assistant to the Deputy Secretary).

Main Purpose of Job

Serve as a special assistant to the Deputy Assistant Secretary for the Division of Unemployment in the design, development and implementation of policies, procedures and new initiatives regarding UI Integrity. UI Integrity is a primary focus of the US Department of Labor, and all state UI operations must enhance and improve their Benefit Payment Control operations to reduce the improper payment of UI benefits. This includes:implementing procedures necessary to administer new legislation; reviewing existing projects; developing new UI Integrity performance measures and performance reports to UI leadership; participate in designing, testing and implementing automation projects relating to UI Integrity.

POSITION DUTIES

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

 

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience and training in performing requirements analysis, developing needs assessments and interpreting technical proposals.
  • Have experience in providing data analysis to senior management as a component of future business decisions.
  • Possess a background in Geographic Information Science and Systems Management, or its equivalent.
  • Have two or more years of experience working in an ad-hoc reporting system.
  • Have one or more years of experience creating and maintaining business rules in a business rules engine, preferably in DROOLS.
  • Have one or more years of experience designing and maintaining reports in a SQL Server Reporting Services (SSRS).

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DLLR/DUI) to determine whether any monies are owed to DLLR/DUI as a result of an unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
