Introduction

The Maryland Historical Trust (MHT), is seeking an enthusiastic and energetic individual to fill the position of Administrator of the Historic Preservation Easements program. This recruitment is limited to the employees of the Maryland Historical Trust.

Main Purpose of Job

Manages the historic preservation easement activities of the Maryland Historical Trust, Division of Historical and Cultural Programs. Conducts periodic easement property inspections, provides advice and review of all relevant activities on over eight hundred historic easement properties in Maryland, assuring their continued maintenance in perpetuity. Negotiates for the acquisition of new easements.

POSITION DUTIES

The management of more than 800 historic properties statewide on which the Maryland Historical Trust holds perpetual historic preservation deeds of easement.  This position provides staff support to the MHT Easement Committee which includes the preparation of committee meeting agendas, processing applications for changes to easement properties, recordation and preparation of committee meeting minutes, maintaining easement property files, updating databases, and notification to easement property owners of the Directors decision.  Additionally this position acts as the primary contact in providing technical assistance to easement property owners on a variety of issues including stabilization, restoration, repair and rehabilitation techniques. Position supervises the contractual easement processor position that is responsible for processing and recording new easements as well as the easement inspector position with responsibilities for property inspections, compliance and pursuing any easement breaches through the legal process.  Writing skills, experience in keeping minutes, strong interpersonal abilities, and negotiating skills are essential.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Direct experience with preservation easements or staffing a regulatory advisory committee.  

Significant professional experience in discipline with emphasis on historic preservation.

Knowledge of Maryland and Mid-Atlantic architectural history and familiarity with Federal and State historic preservation laws.

Construction/building experience.

Computer experience (Microsoft office, digital imaging and database)

This recruitment is limited to the employees of the Maryland Historical Trust only.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
