Introduction

The Maryland State Retirement Agency has a permanent position for an Administrator I within the Membership Maintenance Section of the Data Control Unit, located at 120 E. Baltimore Street, Baltimore, Maryland.  The Maryland State Retirement Agency (Agency) is the administrator of the Maryland State Retirement and Pension System (System).  The System is a multi-employer, public employees’ defined benefit retirement system composed of twelve (12) separate retirement and pension systems with additional plan components, covering approximately 245,000 active and former vested members and more than 147,000 retirees and beneficiaries

Main Purpose of Job

This position serves as the supervisor of the Membership Maintenance Section in the Data Control Unit which is comprised of a small team of professional and para-professional staff. The main duties of the Section include, but are not limited to, reviewing and processing member requests to purchase and/or transfer service, reviewing and processing member requests for military credit, reviewing and authorizing service and monetary adjustments to the Agency’s active master file, and reviewing and processing transactions related to transfers of service and reinstatements.

POSITION DUTIES

The supervisor is responsible for training staff, supervising the day-to-day activities of the staff, planning and monitoring the operations of the Section, reviewing and approving the work of staff, evaluation of employee performance, recommending process improvements to management, and communicating effectively with staff and external customers (members, employers, Retirement Coordinators, etc.). Performance of this position requires a thorough knowledge and understanding of applicable laws, regulations, policies, and procedures related to the purchase of service credit, the granting of several different types of military retirement service credit, internal and external transfers of State and municipal retirement system memberships, membership service credit accrual and the required employee contributions and refunds for the multiple retirement plans of the Maryland State Retirement and Pension System.

This position requires frequent written and oral communication with SRA personnel and staff of both participating and non-participating employers and municipal retirement systems for the purpose of resolving individual service credit and contributions issues; and the preparation of transactions to correct data on the SRA master file. This position must maintain a history of procedural processes and legislative changes in order to effectively resolve membership issues and to provide historical reference to senior staff when needed. This is a working supervisory position, and as such the position requires satisfactorily resolving a number of varied issues and discrepancies in addition to directing the work of others as described above. Timely and accurate processing of these requests is essential to aiding the Agency in meeting the objectives of our “Mission Statement” which are to effectively communicate to participants and employers information about benefits provided by the system, and to ensure the accuracy of retirement benefit payments.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

It is preferred that the applicant has the following qualifications:

  1. Supervisory experience with prior experience training employees
  2. Experience communicating with internal and external customers
  3. Retirement pension system experience
  4. Documented experience with researching and interpreting laws and regulations
  5. Knowledge in understanding and reading military documents such as form DD-2
  6. Skill in the use of advanced functions of Excel such as creating formulas; have strong analytical and writing skills

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
