Introduction

The Maryland Historical Trust (MHT), the State's historic preservation office, located within the Maryland Department of Planning (MDP), is seeking an enthusiastic and energetic individual to fill the position of Preservation Officer for the Preservation Financial Incenitives, Tax Credit Programs unit.

Main Purpose of Job

This position conducts historic preservation review of federal and state tax certification (rehabilitation tax credit) projects throughout Maryland to ensure that the proposed rehabilitation work is in compliance with the federal Secretary of the Interior's Standards for Rehabilitation. This is accomplished through the Office of Preservation Services, Division of Historical and Cultural Programs, Maryland Department of Planning. The position directly supports the Agency mission to enhance Maryland's historic sites and traditions and preserve Maryland's heritage resources. Position helps fulfill MDP's mission to promote Smart Growth and to foster vibrant, livable communities, and works to preserve the visual quality and unique character of designated historic neighborhoods and landmarks throughout the State of Maryland. Administered in partnership with the National Park Service (NPS), the position promotes state and federal regulations that come into practice when property owners apply for or have received rehabilitation tax credits from either the state or federal tax incentive programs to improve the quality of the heritage resource.

POSITION DUTIES

The Preservation Officer has responsibility for conducting historic preservation reviews of federal and state tax certification (rehabilitation tax credit) projects throughout Maryland to ensure that the proposed rehabilitation work is in compliance with the federal Secretary of the Interior’s Standards for Rehabilitation and program regulations.  This position serves as the primary contact for applicants using both the state and federal programs and must be able to provide technical support in helping them navigate the application process as well as in addressing complex issues regarding historic architectural significance and construction issues. 

 

This job requires extreme attention to detail while understanding the overall importance and relevance of state and federal tax credit as a tool to promote the preservation and rehabilitation of the State’s historic resources and communities.  Excellent organizational, communication and interpersonal skills and a strong interest in working collaboratively are essential.  Skills in interpreting and applying the Secretary of the Interior’s Standards for Rehabilitation, and complying with program rules, regulations and policies related to the tax credit programs is required.

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Four years of experience in administrative staff or professional work.

Notes:

1. Additional experience in administrative staff or professional work may be substituted on a year-for-year basis for the required education.

2. Additional graduate level education at an accredited college or university may be substituted at the rate of 30 semester credit hours on a year to year basis for the required general experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work related to the administration of rules, regulations, policy, procedures and processes, or overseeing or coordinating unit operations or functioning as a staff assistant to a higher ranking commissioned officer on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given to candidates with a bachelor’s or master’s degree from an accredited college or university in Historic Preservation, Architecture, Architectural History or closely related field.  High preference will be given to candidates with a bachelor’s or master’s degree from an accredited college or university in one of these same disciplines coupled with  three (3) years full time experience in discipline, with emphasis on historic preservation, rehabilitation of historic structures or architecture.    Demonstrated superior writing skills, strong interpersonal abilities and negotiating skills are essential.  Prior experience reviewing technical aspects of architectural plans and drawings is preferred.  Experience interpreting and applying the Secretary of the Interior’s Standards for Rehabilitation, and complying with program rules, regulations and policies related to the tax credit programs is desirable. Some knowledge of Maryland history and architecture and familiarity with federal and state historic preservation law and regulations are preferred.  Certification as a LEED AP or experience with incorporating green building techniques into historic rehabilitation projects is desirable, but not required.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

SELECTION PROCESS

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
