Main Purpose of Job

The main purpose of this position is to analyze and develop regulations and policies regarding the implementation of the Affordable Care Act in Maryland.  The position will also research and evaluate federal and state regulations implementing the Affordable Care Act.  The position will be making contacts with the Maryland Insurance Administration, Maryland Department of Health and Hygiene, relevant federal agencies and advocates in order to coordinate the implementation of the Affordable Care Act in Maryland.  It is essential that the person in this position be able to acquire proficiency and knowledge concerning the implementation of the Affordable Care Act, with particular focus on the State-based Exchange portions of the act.  The individual in this position must be able to analyze and anticipate the impact of critical portions of the Affordable Care Act on the health insurance market, Medicaid, small businesses and the uninsured in Maryland.

POSITION DUTIES

The incumbent for this position will be skilled in the following areas:

The principles of health care policy; Health care administration and management; Quantitative or qualitative analysis; Organizing and presenting testimony;  Analyzing and interpreting health care reports; Analyzing and interpreting health care laws; Using computerized applications and software; Documenting and defending health care policy proposals; Using various methods in analyzing health care issues and developing appropriate recommendations; Comprehending technical documents; Communicating effectively; Establishing and maintaining effective working relationships with State, federal and private industry health care officials, employees and the general public.  

MINIMUM QUALIFICATIONS

Education: A Bachelor's degree from an accredited college or university.

Experience: Two years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

 1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

 2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for the required experience.

JD/MPH.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
