Introduction

This is a Position Specific Recruitment for the Office of Emergency Operations in the Division of Administrative Services.  You must possess one year of experience in government financial management (e.g., financial analysis, budgeting, or similar work) if you are not using the substitution factor and meet the minimum education and experience requirements to be approved for this recruitment.

Main Purpose of Job

This position serves as the Finance Administrator for the Office of Emergency Operations which serves the citizens of Maryland during disasters by coordinating efforts for evacuation, sheltering, emergency assistance, and human services. This position is responsible for coordinating programs and projects related to financial matters for the unit, and for the unit's annual budget and expenditures with the Department of Human Resources. The incumbent in this position is an emergency essential employee and must be available for duty 24/7; monitors and approves expenditures for the current fiscal year; prepares, analyzes, and defends budget; coordinates financial matters for the unit; compiles and summarizes financial data into a concise form and prepares financial reports; performs federal grants oversight at the program level; coordinates Repatriation requests and Public Assistance claims; coordinates unit procurements; prepares Invitations for Bids (IFBS), Requests for Proposals (RFPs), and related materials for contracts; develops financial tracking and reporting system for distribution; performs reconciliation of corporate purchasing card and grant expenditures; interprets Department financial policies related to OEO and federal grant regulations; supports State emergency operations as participant or field leader during an emergency event; and other related duties as assigned.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.  

SELECTIVE QUALIFICATIONS

You must possess one year of experience in government financial management (e.g., financial analysis, budgeting, or similar work) if you are not using the substitution factor and meet the minimum education and experience requirements to be approved for this recruitment.

DESIRED OR PREFERRED QUALIFICATIONS

Possession of a bachelor degree in Accounting, Financial Management or a related field.

Experience in or familiarity with disaster relief work and/or emergency management, especially relating to mass care, emergency assistance, and hazard mitigation.

Experience with the State Financial Management Information System (FMIS) and Advanced Purchasing and Inventory Control System (ADPICS).

Willingness to travel throughout the State of Maryland with overnight stays.

Extremely familiar with Microsoft Word, Excel and PowerPoint and be capable of producing moderately complex documents in a short period of time.

Participates or be exposed to uncomfortable or unpleasant surroundings, hazardous conditions and physical demands such as lifting 50 pounds or more.

Able to work independently, completing complex projects and coordinating with multiple departments with limited supervision.

Excellent writing and analysis skills, demonstrated through clear, concise communication.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
