Main Purpose of Job

The purpose of this position is to review and track the submission of Federal Financial Reports (approximately 150 per year) claiming Federal funds of over $650 million.  These reports must be filed in a timely manner as mandated by Federal grant regulations.  This position also assists with the preparation and submission of quarterly Cost Allocation Plan amendments, and with administration of the Department's time studies.  The incumbent in this position accurately reviews all federal financial reports and transmittals on a quarterly, semi-annual, and annual basis for proper submission and distribution; submits Federal reports within established dates set by federal regulations; develops a schedule based on grant reporting requirements; prepares report supplemental documents using Excel; enters report data into Federal reporting systems for certification and submission by the Deputy Chief Financial Officer on behalf of the Department; maintains a complete file of all federal grant award notices and submitted financial reports; assists with the administration of the Department's time studies; assists with the development, preparation and submission of quarterly amendments to the Department's Cost Allocation Plan, a federally approved plan that describes all of the Department's cost accounts and corresponding methods of allocation to fund sources; drafts, prepares and monitors the budgets for the Director's Office and the Division of Cost Allocation and Revenue Management; drafts and prepares notices to DHR General Accounting and Local Finance Officers regarding federal funding rates, federal reimbursements and General Administration cost rates to be applied to local federal projects.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: Three years experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

 2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The ideal candidate will possess the following:

  • Knowledge and ability to interpret and apply pertinent laws and regulations to fiscal operations, and administrative analyze plans;
  • Experience with accurate preparation of statistical and financial reports from draft;
  • Experience with contract solicitation, evaluation and/or monitoring;
  • Experience with collection and organization of financial information;
  • Ability to interpret administrative plans with recommendations for improvement;
  • Ability to examine and analyze accounting data;
  • Ability to confer with, and maintain effective relationships with, officials, program heads, and staff specialists.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
