Introduction

This is an internal recruitment within the Department of Labor, Licensing and Regulation (DLLR) .  This position is open to those current contractual and/or permanent employees within DLLR.

The Office of General Services (OGS) is currently accepting applications from qualified candidates for the position of Services Supervisor III.

This is a position specific recruitment. The resulting list of eligible will be used to staff this position or function only. This list will be maintained for one year. You will need to reapply for any future recruitment for this job classification.

Main Purpose of Job

The main purpose of this position is to coordinate, direct and supervise the activities for a Central Supply Unit for the Department of Labor, Licensing & Regulation, a 1,800-employee cabinet level agency. This position also supervises the activities of forms management and printing needs for the agency. This position relates to the agency's mission in that it provides consistent and dependable support for all DLLR units and employees who, through their efforts, provide economic stability to the citizens of Maryland.

POSITION DUTIES

Duties Relative to Central Supply: Plans, coordinates, orders and maintains an inventory worth approximately $5,000,000 to supply 35 DLLR Offices statewide with commodities and forms.  Coordinates use of the ADPICS automated system, and related systems to ensure efficient resource utilization.   Maintains data for budgetary monthly and quarterly reports and monitors fund status for fiscal year operations and annual planning activities.   Prepares status reports for all purchases, services and inventory control for all OGS units. Inspects and supervises the receipt, storage and issuing of supplies within Central Supply operation to ensure work is performed in accordance with instructions, including accurate recording of Capital Fixed Assets for the receiving record.   Troubleshoots delivery issues with vendors and identifies cost-saving measures by locating and establishing relationships with vendors.   Supervises two Supply Officers in order fulfillment and stock replenishment of commodities and forms.  Supervises forms and printing personnel to ensure a high level of customer service.   Maintains records of prices and vendors of supplies. Processes receiving records, assigns inventory control numbers and class codes for equipment items exceeding $500.00 in value or of a sensitive nature.       Prepares various reports showing inventory received, delivered and identifying obsolete or over-stocked inventory for DLLR management as requested.  Recommends improved processes for maintaining a central supply unit and implements or modifies procedures to enhance customer satisfaction; generates reports that show trends and deficiencies in the supplies and materials maintained.   Coordinates the DLLR Cycle Count Program that is required by legislation.  

Duties Relative to Supervising Printing & Forms Program:   In coordination with OGS Specialist Assistant, supervises the receipt and processing of printing requests from all DLLR units.  These requests require review to determine where the jobs should be sent for completion.  Factors such as deadlines, sensitivity of material, vendors’ abilities to respond to specialized requirements, and existing printing projects are all taken into account.  DLLR maintains 125 forms in its inventory.     Formulates work flow processes required to manage the numerous forms required by the agency and offers recommendations to management on improving and stream lining the processes.  Purchases stationery, forms, envelopes, letterhead and other printed materials for all DLLR units. Meets with those persons responsible for acquiring printed materials and makes recommendations on amounts to be purchased and logistics related to acquisition and storage. Provides hands on assistance, as needed, in the development of new forms and the revision or disposal of outdated forms. Provides data for and generates annual Forms Administration Report to the Md. Department of General Services and any other reports required by regulation or law.    

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years supervisory experience in general services functions, office administration activities or in the receiving, storing, issuance, purchase or requisition of equipment, materials, and parts and supplies.

1. Additional experience in general services functions, office administration activities or in the receiving, storing, issuance, purchase or requisition of equipment, materials, and parts and supplies may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a non- commissioned officer in logistics specialist classifications or administrative support specialty codes in the logistics field of work, on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

One year of experience in mailroom or supply room operations.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of electronic bar code technology for receiving and distributing materials and goods.

SPECIAL REQUIREMENTS

All candidates are subject to a background check against files maintained by the Division of Unemployment Insurance (DUI) to determine whether any monies are owed to DUI as a result of unemployment insurance overpayment and/or fraud.  Any unpaid debt may have an impact on whether or not a candidate is offered employment.

Successful candidates will be placed on the certified list categorized as Best Qualified, Better Qualified or Qualified.

The certified list will be used by DLLR for a period of one year.
