Main Purpose of Job
POSITION DUTIES
- Reviews the accuracy of the income reported by tax credit applicants and the income verification work performed by tax credit employees.
- Corresponds with taxpayers by writing detailed letters of explanation to request repayment of tax credits, verify amount of tax credits and explain reasons for tax credit denials.
- Corresponds with local Finance Offices regarding the tax credit verification reports to determine if County requests for reimbursements are accurate or if reimbursements due to the State are appropriately credited to the Department. Interprets the law, Departmental policy or court decisions to determine what constitutes income for tax credit purposes. Performs any special quality control projects assigned by the Program Administrator or Associate Director.
- Represents the Department at Property Tax Assessment Appeals Board hearings and acts as a witness for the State of Maryland at Tax Court hearings.
- Gives presentations to the public as well as instruction classes to interested government agencies and/or non-profit organizations.
- Assists with the annual revision of procedural manuals and applications by discussing and recommending proposed changes.
- Trains staff members.
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS
Education: Completion of 60 credit hours at an accredited college or university.
Experience: Two years of experience in administrative or professional work.
Notes:
1. Candidates may substitute experience as defined above at the rate of one year experience for 30 credit hours of education for up to 60 credit hours of the required education.
2. Candidates may substitute a bachelor’s degree from an accredited college or university for the required education and experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.
