Main Purpose of Job
Work Participation Specialist: The Human Service Specialist IV is responsible for assisting the Family Investment Administration (FIA) and assigned to a Family Investment Center's (FIC) case management staff to achieve a 50% or greater Federal Work Participation Rate (WPR) and maintain a 100% Universal Engagement Rate (UER). Critical to this purpose is monitoring and tracking the FIC's success in getting the Center's Temporary Cash Assistance (TCA) recipients to participate in federally defined work activities and identifying the systemic and individual reasons why participation in federally defined activities are not occurring. Effective strategies shall be recommended to FIC management to ensure an on-going achievement of a 50% or greater WPR. Monitor, analyze, update, and make decisions based off of reports that come from the Maryland WORKS database system.
MINIMUM QUALIFICATIONS
Education: A bachelor’s degree from an accredited college or university.
Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.
Notes:
1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.
2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.
3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.
SELECTIVE QUALIFICATIONS
MUST MEET THE MINIMUM QUALIFICATION AND SELECTIVE QUALIFICATION TO BE CONSIDERED FOR THIS RECRUITMENT:
One year experience in a Family Investment Administration program or one year experience must have been in medical assistance, cash assistance, food stamps or employment services.

BARGAINING UNIT STATUS
The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
