Main Purpose of Job

This position serves as the Agency Ombudsman and Customer and Organizational Relations by ensuring program integrity and quality in the daily delivery of services to the customers of the Family Investment Programs (Temporary Cash Assistance, Food Stamps, Medical Assistance, etc), Child Support Enforcement, and Purchase of Child Care Programs, and all services programs including Child Welfare, Adult Services and Protective Services.  This position requires technical research skills and the ability to translate findings into acceptable responses; provides administrative services to the Director of St. Mary's County Department of Social Services; manages and supervises the Administrative Services Unit of the agency, which includes front-desk staff at two locations; serves as the Agency Manager with oversight of Electronic Benefits Transfer Program and system including annual audits.  This position is responsible for attending meetings and transcribing official minutes and for completing annual registration of Maryland Charity Campaign and United Way status for non-profit health organizations.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Three years of experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field may be substituted at the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications and Administrative Officer specialty codes in the General, Administrative, Clerical, and Officer Services field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

1. Working experience with Maryland State Family Investment and Child Welfare Programs, including related computer programs.

2. In-depth knowledge of community partners in St. Mary's County.

3. Extensive administrative background and administratiave skills.

4. Supervisory experience of clerical and administrative staff.
