Main Purpose of Job

This position functions as a Lead Program Analyst in the Department of Human Resources (DHR), Family Investment Administration (FIA), Bureau of Policy, Research and Training, Office of Programs. The incumbent in this position interprets and implements Federal and State laws, written regulations, policies, procedures and systems for the management of all FIA programs in Maryland; evaluates existing programs and procedures; analyzes program data, prepares reports, pending legislation and assists with budget testimony and ad-hoc assignments for the legislature and the Governor's Office; makes recommendations for reduction of errors and plans for implementation of new or revised programs; serves as project manager on special initiatives; advises on FIA programs, procedures, and systems and interprets program policies for other FIA staff, Local Departments of Social Services, other State agencies, individuals and groups or organizations outside of DHR; communicates with the Federal Regional Offices of the Administration for Children and Families, Food and Nutrition Services, Medical Assistance Policy Administration of the Department of Health and Mental Hygiene (DHMH) for policy and clarification; works one-on-one with new staff to develop skills and policy knowledge to fully function successfully as a Policy Analyst and Trainer.

POSITION DUTIES

Reviews, analyzes and reports on proposed and new Federal and State legislation and regulations; writes policy and procedural materials for the program manuals, etc; interprets regulations contained in Code of Maryland Regulations (COMAR); develops and writes regulation changes to implement new legislation and coordinates with systems development staff to ensure that eligibility systems are programmed to reflect the new regulations; develops training guides, materials and conducts presentations; prepares reports on Federal and State program data, program budgets and ad-hoc research and reporting projects; outlines procedures and develops forms for implementation and maintenance of programs; confers with appropriate persons to modify programs; serves as program expert and project manager on special initiatives; answer inquires from the public, Governor's or Mayor's offices, advocacy groups, legislators or others; maintains expert working knowledge of all Family Investment Programs, procedures, policies and information displayed on reports; and determines the impact of policy changes.

MINIMUM QUALIFICATIONS

Applicant must meet both Minimum and Selective Qualifications.

Education:  A bachelor's degree from an accredited college or university.

Experience: Four years of experience in the administration of a human
services program or experience conducting studies and analyses of programs, procedures, practices and organizations.

Notes:

1. Additional professional or technical experience in the administration of a human services program or experience conducting studies and analyses of programs, procedures, practices and organizations may be substituted on a year-for-year basis for the required education.

2. Education at the graduate level at an accredited college or university in a human services related field at may be substituted the rate of 30 semester hours per year for up to two years of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Administrative Officer classifications or Administrative Officer specialty codes in the General, Administrative, Clerical, and Office Services field of work on a year-for-year basis for the required experience and education.

SELECTIVE QUALIFICATIONS

One year of experience using systems functions such as Client Automated Resources and Eligibility System (CARES), WORKS, Systematic Alien Verification Exchange System (SAVE) and Maryland Medicaid Information System (MMIS).

The ideal candidate will possess:

Experience with developing and presenting training on policies and procedures.

Experience with formal training for a human services program.

Experience with systems functions i.e., CARES, WORKS, SAVE AND MMIS including their roles in the operation of programs.

Ability to function as a technical subject matter expert in a Family Investment Administration program.

Ability to make recommendations to improve system efficiency and operations.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.

Permanent Maryland State employees may also complete necessary experience requirements within six months of the date of the assessment. However, such candidates will appear in pending status on the eligible list until documentation has been received that the educational and/or experience requirements have been met.

 

Credit may be given for relevant part-time, temporary, or volunteer experience if you list the number of hours worked per week.

 

Education obtained outside the United States or its territories: You will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. Foreign school credential evaluations must be submitted with your application.

ESU will not accept transcripts that require someone other than the applicant to register or log in to a college website to obtain the transcript. Transcripts must be legible.
