Main Purpose of Job

The Administrative Specialist II, as the GEAR Up Grant Support Specialist in the Office of Outreach and Grants Management (OGM) at the Maryland Higher Education Commission (MHEC), is responsible for providing administrative and fiscal support for the federal GEAR UP grant and the matching College Preparation Intervention Program (CPIP). The GEAR Up Grant is a seven year award that provides college scholarships to qualified low income students in a cohort model. The responsibilities of this position include but are not limited to the following activities:

POSITION DUTIES

  • Handle the day to day GEAR UP grant bookkeeping by creating and issuing invoices, monitoring payments and collections of returned funds.   Work closely with Office of Budget & Administration to reconcile GEAR UP grant accounts, maintain accurate fiscal records, complete budget spreadsheets, and reporting for related grant programs. Prepare fiscal reports and fiscal projections, recommends aggregate funding levels for each of the programs within the GEAR UP grant.
  • Providing outreach and event planning support to increase college access and success among low income and underrepresented populations served by the GEAR UP and CPIP grants.
  • Draft correspondence, reports, financial statements, and other written documents using Microsoft Word , PowerPoint and Excel spreadsheets.
  • Work collaboratively with the GEAR UP Grant Coordinator for grant reporting.
  • Provide general support including but not limited to event planning and scheduling, information dissemination, preparing presentation materials, filing, copying, and maintaining accountability for all communications and correspondence related to assigned programs.

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: One year of experience in administrative or professional work.

Notes:

1. Candidates may substitute experience as defined above for the required education at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of required education.

2. Candidates may substitute 90 credit hours at an accredited college or university for the required education and experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Associate’s degree or higher credential from an accredited college or university Bookkeeping, fiscal management, and/or accounting experience.
  • Experience providing executive level administrative support to multiple projects in a fast paced work environment.
  • Experience with managing federal and state grant funded projects.
  • Experience with marketing and outreach materials development (print, media, web).
  • Excellent written and verbal communication skills.
  • Experience utilizing software packages applicable to an office setting, including Microsoft Office (Word, Excel, Powerpoint, etc), Adobe Professional, and Google Mail.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

For education obtained outside the U.S. you will be required to provide proof of the equivalent American education by a foreign credential evaluation service.

SELECTION PROCESS

Successful candidates will be ranked as Best Qualified, Better Qualified, or Qualified and placed on the employment (eligible) list for at least one year.

EXAMINATION PROCESS

The examination will consist of a rating of all candidates’ education, training, and experience related to the requirements of this position.  Therefore it is important that applicants provide complete and accurate information related to this position.
