Introduction

This is a recruitment for an Administrative Specialist I, (Docket Room Clerk) in the Office of Executive Secretary of the Public Service Commission.

Main Purpose of Job

This position is responsible for the initial receipt and docketing of the Public Service Commission's official filings and related correspondence from utility companies.

POSITION DUTIES

This position will ensure that officially filed items are efficiently and accurately maintained.  This process involves accurately recording, both in an electronic and hard copy form, all case items.  The docketing process also includes; maintaining an accurate summary of all case items, a separate confidential file for each confidential filing, ensuring access by authorized personnel only, and maintaining a correspondence file and data request response file.

Oversee external and internal stakeholder access to official case file materials.  This is accomplished by:  (1) assisting stakeholders in identifying and locating the information they are seeking; (2) responding to stakeholder requests for information (electronic, hard copy, etc.); (3) establishing appropriate procedures for case filings removal; (4) researching case files; (5) ensuring document integrity; and (6) billing appropriately consistent with Commission policy.

Perform miscellaneous administrative duties such as (agency postmaster); (2) act as coordinator of official report distribution; (3) coordinate the dissemination of agency law books and the annual report; and (4) perform backup functions for various administrative staff as needed.

Manage the Commission’s confidential case related document system by following agency guidelines requiring affidavits, establishing a secure docket area, prohibiting copying, ensuring integrity of returned records, and prohibiting non-agency stakeholders access.  

MINIMUM QUALIFICATIONS

Education: Completion of 60 credit hours at an accredited college or university.

Experience: None

Notes:  

1. Candidates may substitute one year of experience in administrative or professional work for the required education, at the rate of one year of experience for 30 credit hours, for up to 60 credit hours of the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer involving staff work requiring regular use of independent judgment and analysis in applying and interpreting rules and regulations in accordance with agency laws and policies on a year to year basis for the required education and experience

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
