Main Purpose of Job

Implement State Government Title 20 and the Commission’s Rules of Procedure through assignments of a variety of functions.  The person in this position serves as an Investigator of discrimination complaints; case processing specialist in investigations; intake officer in the main field offices; and community outreach/public information specialist.

POSITION DUTIES

The entry level position is responsible for investigating discrimination complaints and negotiating attempts to settle discrimination complaints in housing, employment, and public accommodations.

MINIMUM QUALIFICATIONS

Education: A Bachelor’s degree from an accredited college or university.

Experience: One year of professional work experience in human relations, civil rights, legal work, community relations, law enforcement, personnel, counseling or social services work involving interviewing, investigating or interrogating others.  

Notes: 

1. Candidates may substitute additional professional work experience as specified above on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in General Legal and Administrative classifications or General Legal and Administrative specialty codes in the Legal field of work on a year-for-year basis for the required experience and education.

DESIRED OR PREFERRED QUALIFICATIONS

Six months of the required experience must have directly involved one or more of the following - please clearly describe this experience on your application:

  • Civil Rights Issues
  • Legal / Court Room Proceedings
  •  Alternative Dispute Resolution
  • Accessibility Issues
  • Housing Discrimination Issues
  • Undergraduate or Graduate Degree with legal course work in Civil Rights, Housing, Discrimination, Americans with Disabilities Act, and Equal Employment Law

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SELECTION PROCESS

Applicants who meet the minimum qualifications will be evaluated.  The evaluation may be a rating of your application based on your education, training and experience as they relate to the requirements of the position. Therefore, it is essential that you provide complete and accurate information on your application. Please report all related education, experience, dates and hours of work.  For education obtained outside the U.S., a copy of the equivalent American education as determined by a foreign credential evaluation service must accompany the application.

EXAMINATION PROCESS

Only candidates who meet the minimum qualifications will be considered.  It is imperative that you give complete information on your application.  Please note that you will be required by the appointing agency to provide proof upon hire for all certifications, licenses, education, and work experiences.  For education obtained outside the U.S., you will be required to provide proof of the equivalent American education as determined by a foreign credential evaluation service. Candidates will be placed on the employment list categorized as BEST QUALIFIED, BETTER QUALIFIED, QUALIFIED and remain eligible for consideration for at least one year from the date of the examination.  This list will be used by the hiring agency to select employees.  You must possess the minimum qualifications before you may be selected for a State position. Verification will be completed by the Appointing Authority.  If you are scheduled to complete an education or licensing requirement within six months of the examination, you may participate in the examination process.  Permanent State employees may also complete necessary experience based on the number of hours worked per week.  You must include on your application the time in such activity. 

The Maryland Commission on Civil Rights does not sponsor individuals in the application of the H-1B Visa.  All applicants must be legally authorized to work in the United States under the Immigration and Reform Control Act.  You must be legally authorized and possess any necessary documents under the United States Immigration Reform and Control Act to be hired in the position for which you apply.
