Main Purpose of Job

This position functions as a generalist in the Human Resources Division. The position will perform a wide range of personnel-related functions to include but not limited to: retirement and death benefits; establishing and maintaining personnel records; entering and processing transactions in the State's automated personnel management system; determining new employee salary; assisting with on-boarding new employees; and processing requests for reclassification studies. The position will interact with employees, the general public and HR professionals on a diverse range of personnel-related subjects.

MINIMUM QUALIFICATIONS

Education: Graduation from an accredited high school or possession of a high school equivalency certificate.

Experience: Three years of general clerical or administrative support experience at least one year of which must have been paraprofessional personnel experience involving the application of public sector procedures, policies, rules and regulations to specific employment actions. Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

Note: One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

1. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Experience:

1. Processing of retirements to include experience with death benefits

2. Entering and processing personnel transactions in the State of Maryland's "Workday" system

4. Determination of new employee salaries

5. Reclassification work

SPECIAL REQUIREMENTS

Candidates in this classification will be subject to an initial drug screening and a complete background investigation to include a polygraph examination before permanent appointment can be made.  A criminal conviction may be grounds for rejection of the candidate.

SELECTION PROCESS

The selection process for this recruitment will involve a review of each application.  Applicants who meet the minimum qualifications will be placed on an eligible list for one year in the BEST QUALIFIED, BETTER QUALIFIED or QUALIFIED category.  The list will be used by the hiring manager to select the individual to fill the vacancy.
