Introduction

This recruitment is being conducted to fill two Personnel Associate II positions within the Department of Human Resources' Human Resource Development and Training administration. One position is with the Classification Unit, the other with the Processing Unit.

Main Purpose of Job

Classification Unit: The position functions as Classification Support within the Office of Human Resource Development and Training (HRDT), Automation, Processing and Classification Division of the Department of Human Resources (DHR). As a Classification Support the position is responsible for ensuring that reclassification packages are complete and accurate prior to sending to the Department of Budget Management. The position reviews reclassification packages completed by Headquarters Staff, local Personnel Officers/Liaisons/Support Staff to ensure appropriate application of State personnel rules/regulations, guidelines, and policies and that established standards are met. The position advises local personnel officers/liaisons of changes/inaccuracies in methodology or the application of appropriate standards prior to forwarding reclassification requests to DBM. This position maintains personnel files, records and databases for tracking and processing (MS 310 system) personnel actions pertaining to the HRDT/Classification Division.

Processing Unit: The main purpose of this position is to audit and/or complete all personnel transactions for the 24 Local Departments of Social Services and the 6 Headquarters Administrations for the Department of Human Resources (DHR). Accurate and timely interpretation and application of personnel laws, rules, regulations, policies and procedures for all personnel transactions for the 6,500 plus permanent positions and 140 plus contractual positions within DHR. The position provides specialized training/support to Personnel Liaisons/Officers in the application of personnel salary rule(s) and/or regulation(s) in accordance with procedures established by the Department of Budget and Management, Office of Personnel Services and Benefits pertaining to the processing of personnel transactions.

MINIMUM QUALIFICATIONS

IMPORTANT: Please describe in detail any job duties relating to the minimum qualifications stated below and include any computer software experience (ex. Word, Excel, Access, etc.) used in each of the positions you held.

Candidates must possess:

EDUCATION: Graduation from an accredited high school or possession of a high school equivalency certificate.

EXPERIENCE: Three years of general clerical or administrative support experience, one year of which must have been PARAPROFESSIONAL PERSONNEL EXPERIENCE involving the application of public sector procedures, policies, rules and regulations to specific employment actions. IMPORTANT: Appropriate paraprofessional personnel experience should have included responsibility for activities such as, preparing and maintaining employment records, calculating salaries, applying and interpreting rules and policies, preparing personnel-related reports, counseling employees regarding benefits and obligations, and responding to inquiries concerning employment actions.

NOTES:

1. One additional year of paraprofessional personnel experience as defined above may be substituted for one year of general clerical or administrative support experience.

2. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in human resources assistance classification or human resources assistance specialty codes in the human resources management field of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred Qualification: Experience using Workday, the State of Maryland's Statewide Personnel System.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
