This individual must be a highly organized, customer oriented, self-motivated, team player, with administrative experience.

LOCATION OF POSITION

DHCD's Headquarters Office is located in Prince George's County at the New Carrollton Metro stop.

POSITION DUTIES

Responsibilities include assisting in the development of the U.S. Department of Energy (DOE) State Plan grant application and other funding proposals which may be required in accordance with guidance documents regarding timeliness of submission, content, and proper format. Assisting in the oversight of recipient programs, analysis of data, supervising and accounting for expenditures of programs funds, serving as liaison between the Weatherization Assistance Program (WAP), the Division of Finance and the CDA Fiscal Office regarding State fiscal year budget preparation, management, operation and close-out.

In addition this person will assist in the preparation, distribution and management of the contract process for the Housing and Building Energy Programs which currently includes but is not limited to the federally funded Weatherization Assistance Program and the rate-payer funded EmPOWER MD Low Income Energy Efficiency Program (LIEEP) relating to the annual execution of the WAP and LIEEP Agreements and amendments between the State and the local agencies.

Finally, the incumbent will be working with other staff to exchange information, influence actions pertaining to the program, and assist in the interpretation of policies regarding program operations.

MINIMUM QUALIFICATIONS

Minimum and Selective qualifications are REQUIRED. If you do not meet this criteria, your application may not be considered.

Education: A bachelor’s degree from an accredited college or university.

Experience: Six years of administrative or professional experience in financing and providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

  1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.
  2.  Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.   

    SELECTIVE QUALIFICATIONS

    Two years of the professional experience should include financial management and reconciliation or budget preparation and tracking of expenditures.

    DESIRED OR PREFERRED QUALIFICATIONS

    Administrative or professional experience in federal grant management and proficiency in Microsoft Excel is a plus.

    This recruitment is limited to candidates willing to work in Prince George's County.

    Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.

    BARGAINING UNIT STATUS

    The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
