LOCATION OF POSITION

This position will operate primarily out of the Division’s office in Baltimore, Maryland.  Occasional travel will be required to the Department’s headquarters at the New Carrollton transit stop location in Prince George’s County.

POSITION DUTIES

Serving as the Assistant Main Street Coordinator, the position supports the State’s management of the Main Street Maryland Program and companion residential revitalization program, Maple Street, as well as administering the Technical Assistance Grant Program in the Division of Neighborhood Revitalization (NR) at DHCD.  The incumbent utilizes his/her expertise to provide direct technical assistance to local governments, nonprofits and small businesses and coordinates NR and DHCD technical and financial resources to strengthen and revitalize communities.   Responsibilities include establishing and coordinating inter-agency relationships that align State resources and increase the impact of public-private investments in neighborhood and commercial district revitalization activities.  Additional responsibilities include grants administration from application to award and monitoring, marketing/promotion, management of web content, and customer relations including problem-solving and responding to stakeholder inquiries. Candidates must possess strong written, oral communications, and interpersonal skills to work with high level public and private sector officials.  The ability to handle multiple, concurrent and high priority tasks is required. Experience with Microsoft Office products including Word, Excel and Access and/or other relevant software is required.

MINIMUM QUALIFICATIONS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four years of administrative or professional experience in financing and providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.   

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience administering grant programs to nonprofit organizations, governments and or local jurisdictions.
  • Knowledge of and experience with providing technical assistance to local governments, nonprofit organizations and/or businesses in order to implement and complete high-impact community revitalization projects.
  • Applicant must be proficient in MS Office Suite and demonstrate competence with written and verbal communications.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator's license valid in the State of Maryland.
