Introduction

The Maryland Department of Health and Mental Hygiene (DHMH) Laboratories Administration now occupies a new five-story laboratory facility incorporating design strategies to achieve the Leadership in Energy and Design (LEED) Silver rating, which is equipped with innovative, and cutting-edge tools to expand scientific testing capabilities to adapt to emerging threats; to enhance preparedness efforts in response to disease outbreaks and environmental hazards; and, to pursue teaching partnerships within the local community. The Public Health Laboratory property is ideally situated in the heart of the scientific technology park at Johns Hopkins located adjacent to Johns Hopkins Hospital. Easily accessible by MTA transit system and metro, just minutes away from downtown Baltimore and the Inner Harbor waterfront community.

Main Purpose of Job

The Public Health Laboratory Scientist Manager (PHLS-M) will be under the supervision and direction of the Division Chief.  The PHLS-M position monitors, improves, and supervises scientific programs, monitors and updates operational procedures and lab services of the Water, Dairy and Food/Outbreak and Support Services.  The incumbent oversees and/or participates in programs, divisional administration, personnel matters, and supervises personnel. This position is responsible for updating operational procedures and lab services to ensure regulatory requirements are met and certifications and accreditations are maintained for Food and Drug Administration, U.S. Environmental Protection Agency, and the international Organization for Standardization. The PHL-M oversees microbiological testing of a wide range of food products like shellfish, dairy, beverages, fresh foods, drinking, surface, and beach waters throughout the State as part of the Laboratories Administration's quality public health laboratory activities to promote, protect, and preserve the health and well-being of the people in Maryland from communicable diseases, and from environmental hazards.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s Degree in Biochemistry, Biology, Biotechnology, Chemistry, Genetics, Immunology, Microbiology, Molecular Biology, Medical Technology, Pharmacy or Zoology from an accredited college or university.

Experience: Five years of experience working in a chemistry laboratory performing analytical tests on environmental, biological or multi- matrix samples; or five years of experience working in a medical or biological public health laboratory performing diagnostic or public health testing on human specimens. One year of the above experience must have been in a supervisory capacity.

Note:

1. Additional graduate education at an accredited college or university may be substituted at the rate of thirty credit hours in the above noted disciplines for each year of the required experience for up to two years of the required experience.

2. Candidates may substitute U.S. Armed Forces military service experience at a rank of Corporal/Petty Officer or higher as a commissioned officer in Health Science Research Officer classifications or Medical Laboratory Specialists specialty codes in the Science related field of work on a year-for-year basis for the required experience and education. 

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have experience and training in the use of microbiology laboratory equipment and instrumentation.  The applicant should have experience in a lead position in a microbiology laboratory.  The applicant should also have experience in environmental microbiology, molecular methods, and/or enzyme immunoassays performing high complexity analyses, preferably involving food and water.

Employees in this classification are subject to substance abuse testing in accordance with Code of Maryland Regulations 17.04.09, Testing for Illegal Use of Drugs.
