Main Purpose of Job

This position is responsible for providing staff support and assistance in the development, negotiation, and execution of the Child Welfare Administration (CWA) annual budget within the Department of Human Resources (DHR).

The Budget Analyst prepares the budget request in accordance with guidelines and other information that becomes available subsequent to the issuance of (i.e. inflation adjustments, changes in cost or allowance levels, CPS adjustments, deficiency appropriations, etc.), as directed by the Supervisor, Budget Management Director or Deputy Director.

The incumbent in this position assists the Child Welfare Administration in the preparation of the annual budget that is consistent with its program goals and objectives in accordance with budget instructions and established time frames; provides assistance and direction in the technical operation, retrieval and preparation of the computerized data files, printed copies of the numerical request and the corresponding budget justification notes; prepares fiscal estimates and impact statements in response to legislative bills and proposed legislation, in concert with administration staff; prepares quantitative portions of budget requests, including experience based items, formula driven costs, caseload driven costs, and inflation adjustments for same; reviews year-end encumbrance submissions; proofs data entries; and completes journal entries accurately.

MINIMUM QUALIFICATIONS

Education: Bachelor's degree from an accredited college or university.

Experience: One year of experience in budget preparation, presentation and execution.

Note:

1. Candidates may substitute 30 semester hours of graduate education in accounting, business administration, economics, finance, political science or public administration for the required experience.

2. Candidates may substitute additional experience as defined above on a year for year basis for the required education.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education and experience.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
