Main Purpose of Job

The main purpose of this position is to be trained in the provision of staff support and assistance as a proficient budget analyst to the Child Support Enforcement Administration within the Department of Human Resources (DHR).  The incumbent in this position is responsible for learning and comprehending the budget development, negotiation and execution of the budgets for the above administration and will learn to prepare budget requests in accordance with the guidelines and other information that becomes available subsequent to the issuance of the guidelines, (i.e. inflation adjustments, changes in cost or allowance levels, CPS adjustments, deficiency appropriations, etc.), as directed by the Budget Management Director or Deputy Director.

POSITION DUTIES

Learns to assist the Child Support Enforcement Administration in the preparation of an annual budget request consistent with goals and program objectives, in accordance with budget instructions and established time frames; learns to provide assistance and direction in the technical operation, retrieval and preparation of the computerized data files, numerical request and the corresponding budget justification notes; learns to prepare fiscal estimates and impact statements in response to legislative bills and proposed legislation; learns to monitor financial status of agencies within the Department according to specific funding rules, procedures and requirements; learns to prepare quantitative portions of budget requests, including experience based items, formula driven costs, caseload driven costs, and inflation adjustments for same; learns to prepare balance sheet items utilizing current expenditure reports to ensure accuracy and reliability and to protect departmental fiscal resources; learns to review year-end encumbrance submissions and proof data entries; and learns to complete all certification of funds request timely and accurately.

MINIMUM QUALIFICATIONS

Education: Bachelor’s degree from an accredited college or university.

Experience: None

Note:

1. Candidates may substitute experience in budget preparation, presentation and execution at the rate of one year of experience for one year of education for the required college education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in the Budget Officer classifications or Financial Management specialty codes in the Budgeting field of work on a year to year basis for the required education.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
