Main Purpose of Job

The main purpose of this position is to conduct confidential investigations of assigned complaints lodged against social workers and investigate individuals applying for initial licensures and/or reinstatement of licensure after disciplinary sanctions. This position is responsible for fully planning and developing complex cases, including standard of care cases, by analyzing the complaint, preparing written investigative strategies, identifying the relevant facts, and determining investigative material necessary for investigations interviews. The incumbent will also conduct interviews and field assignments including contact with health care providers and legal professionals; review treatment records, specifically for standard of care cases; prepare synopses of care provided; and draft questions directly pertaining to client's diagnosis, treatment, management and follow-up. This position will also present cases to the Board, work with the Office of the Attorney General liaison on Board matters and testify at Office of Administrative Hearings.

In addition, this position may also provide guidance and leadership to lower level investigators in the development of Board cases; assist in maintaining systems and the development of special projects, which ensure all investigators retain appropriate level of knowledge, skills, abilities with respect to investigations; and assist in the implementation protocols and procedures of the Compliance Unit.

MINIMUM QUALIFICATIONS

Education: Possession of a Bachelor’s degree in the field of Criminal Justice, Criminology, Law Enforcement or an allied health field (such as Nursing, Pharmacy, Psychology, Social Work, Nutrition, Dietetics, Speech Pathology, Audiology) from an accredited college or university.

Experience: Two years of experience conducting criminal investigations, including the preparation of analyses and reports for use in legal proceedings.

Note:

1. Additional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in Investigator, Police and Intelligence Specialist classifications or Investigator, Police and Intelligence specialty codes in the criminal investigation field of work on a year-for-year basis for the required experience and education.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in these classes may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

SPECIAL REQUIREMENTS

Employees in these classes may be required to have daily use of a motor vehicle while on official State business. Standard mileage allowance will be paid for use of a privately owned vehicle.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
