Work that matters.  The Maryland Department of Housing & Community Development (DHCD) is a national leader in community development and affordable housing.   The Division of Neighborhood Revitalization seeks a positive individual experienced with community development, financial management and loan or grant administration.

LOCATION OF POSITION

Baltimore, Maryland with occasional travel to DHCD Headquarters in Crownsville, Maryland or a future location in New Carrolton.

POSITION DUTIES

This Project Manager position will administer Division of Neighborhood Revitalization grants, loans, and other services provided to local governments, nonprofit organizations and businesses, ensuring compliance with departmental standards, and regulatory and statutory requirements. This position also serves as the regional representative for a particular part of the state, provides technical assistance, reviews applications for project funding, approves disbursement requests against project terms and funding guidelines, and assists with the preparation of grant and loan documents.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A bachelor’s degree from an accredited college or university.

Experience: Four (I), five (II) or six (III) years of administrative or professional experience in financing and providing technical assistance for development or rehabilitation of multifamily or single family housing; neighborhood revitalization and business development; community infrastructure development; or historic preservation programs.

Notes:

1. Additional administrative or professional experience as defined above may be substituted on a year-for-year basis for the required education.

2. Additional job-related education may be substituted for up to two years of the required experience at a rate of thirty credit hours for each year of experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer in business and industry classification or business and industry specialty codes in the housing management field of work on a year-for-year basis for the required experience and education.   

 

SELECTIVE QUALIFICATIONS

Required Experience:

Two years of direct experience administering grant programs for a nonprofit or government agency

OR

One year basic project administration experience

DESIRED OR PREFERRED QUALIFICATIONS

·        Applicant must be proficient in MS Office Suite and demonstrate competence with database management as well as written and verbal communications.

·        Working knowledge of and experience with nonprofit organizations, foundations or government program administration highly desirable.
