LOCATION OF POSITION

Crownsville, Maryland

In the future, DHCD will be relocating from Crownsville, Anne Arundel County, to the New Carrollton transit stop location in Prince George’s County.

POSITION DUTIES

DHCD has an immediate opening for a full-time Construction Finance Loan Analyst. This position serves as primary assistant and processor for three Construction Finance Managers. The main purpose of this position is to assist the Construction Finance Managers in managing the loan from initial closing through construction and final closing, including the review and approval of construction draws and cost certifications. This position requires the ability to understand multifamily underwriting policies, rules, and regulations and to apply that understanding to construction budgets and the construction draw process to make accurate and timely recommendations to the Manager. The position is assigned to the Construction Finance team and is responsible for assisting with each stage of the project including the initial closing, construction payment and final closing process. The person performing this job must have a strong accounting background, be proficient in spreadsheet programs (excel), and possess strong organizational skills and deal well with customers (both verbally and written). The position also provides back-up to the Construction Finance Managers as needed. Financing types handled include multifamily bond loans, State rental housing loans, Partnership Rental Housing Program loans, Shelter and Transitional Housing grants, HOME loans for multifamily rental housing, and Office and Commercial Space Conversion Program loans.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Please note that minimum qualifications are REQUIRED. If you do not meet the below criteria you will not be considered for this position.

Education: Graduation from a standard high school or possession of a State high school equivalence certificate.

Experience: Four years experience in rehabilitation or home improvement mortgage underwriting or loan analysis.

Notes:

  1. Pertinent volunteer and/or part-time experience is acceptable. Please document the number of hours spent per week in this type of experience on the application form.
  2. Applicants may substitute education at an accredited college or university on a year-for-year basis for up to two years of the required general experience.
  3. Candidates may substitute U.S. Armed Forces military service experience as a non-commissioned officer in the Financial Analysis classification series or Financial Analysis specialty codes on a year-for-year basis for the required experience.

SELECTIVE QUALIFICATIONS

REQUIRED:

1 year of experience using Microsoft Excel.

  • Create a new project ledger for each line closed
  • Construction cost analysis
  • Variance analysis to compare actual cost with budgeted cost
  • Daily report to track work process from closing through draws
  • Multiple worksheets to determine cost certification reviews
  • Successful applicant needs to be able to think analytically and quantitatively, use excel as a tool, decode and problem solve, and modify existing spreadsheets to access information
  • Fluency with excel for bookkeeping/finance projects

Approved applicants may be required to take an Excel test prior to interview.
