This is a Special Appointment position at the Maryland Police and Correctional Training Commissions. The incumbent will work at the pleasure of the appointing authority.

Main Purpose of Job

This position manages the agency's budget and fiscal operations including accounting operations, procurement operations, and contract and acquisitions operations.

POSITION DUTIES

Some of the duties for this position include, but not limited to:

 

Budget management: prepares the annual operating budget and submits to the Office of the Secretary's budget unit.  Prepares the annual capital budget for the agency.

Accounting operations:  responsible for the management and control of the overall operations of the office including, but not limited to completion of the annual year-end closing for all accounts, the establishment and maintenance of internal controls to ensure compliance with GAAP, review of financial and grant reports for completeness and accuracy, the monitoring of expenditures and revenues, the approval of requisitions, purchase orders, and invoices, and the monthly preparation of budget projections for the executive staff. 

Manage procurement operations:  oversee the agency’s contract and acquisitions operations to ensure compliance with State laws and procurement policies.  Effectively control costs and maximize fiscal efficiency of the agency.

Office management:  responsible for management of personnel including work assignments, work schedules, motivation, discipline, annual efficiency ratings, hiring and training of new staff members. 

Oversees shipping & receiving operations, eIMS inventory reconciliation, and courier service and mail operations.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree in Accounting from an accredited college or university or a bachelor's degree from an accredited college or university with 30 credit hours in accounting and related courses, including or supplemented by 3 credit hours in auditing.

 Experience: Four years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles.

 Notes:

1. Applicants who had met the requirements for admission to the CPA examination prior to July 1, 1974 will be considered to have met the educational requirement referenced above.

 2. Possession of a certificate as a Certified Public Accountant or a masters degree in accounting from an accredited college or university may be substituted for one year of the required experience.

3. Applicants may substitute one year of professional budgeting experience or one year of professional auditing experience for one year of the required experience.

In order to meet this educational requirement a transcript (Official or Unofficial) must accompany your application.  Failure to do so will result in disapproval.
