Main Purpose of Job

This is a professional position serving as the Chief for the Library of the Blind and Physically Handicapped (LBPH), responsible for providing leadership and support for the planning, development and improvement of statewide library services for citizens of Maryland who are blind, have visual impairments or have a disability while facilitating Statewide library partnerships.

POSITION DUTIES

Establishes library policies, standards, goals and procedures; provides fiscal oversight of State and federal budgets and grants; oversees the Instructional Resource Center (IRC) Maryland Accessible Textbook (MAT) program charged with coordinating statewide availability of textbooks and supplementary materials in electronic format to eligible  students who are blind or have visual impairments and are enrolled in institutions of higher education  and institutions of postsecondary education in the State; manages the operations of a 55,000 square foot building, including facility maintenance and repair, procurement of contracted services; acts as liaison to the Enoch Pratt free Library for security, planning, and other activities involving both libraries; provides leadership and support to public libraries in developing improved and innovative library services for persons with a disability that can be offered at the local level throughout the State.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION: A Master's Degree in Library Information Science or School Library Media from a college or university accredited by the American Library Association.

EXPERIENCE:  Six years of professional experience in library administration, management, and supervision to include experience serving persons with disabilities.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of library operations and the provision of library services for citizens  who are blind, have visual impairments or have a disability; knowledge of disability legislation; knowledge of publishing industry and processes for obtaining instructional materials in alternative formats; knowledge of online integrated library systems and software used in library environment; skill in planning, organizing, and completing effective and creative presentations; ability to research information; ability to establish and maintain effective working relationships with diverse clientele and staff; ability to work effectively as a part of a team; ability to exercise good judgment and tact when dealing with various populations; ability to communicate effectively.
