Main Purpose of Job

This position is responsible for providing consultative services and technical assistance to Local School Systems and the Division of Special Education/Early Intervention Services in the area of student transition planning and transition service delivery.

POSITION DUTIES

Provides leadership, technical assistance and statewide capacity building for the Maryland State Department of Education and Local School System personnel; prepares and presents professional development sessions on IDEA compliance issues related to Secondary Transition; assist local school systems in the development of activities to improve their performance in meeting the state targets for the SPP Indicators related to graduation, dropout, and post-school outcomes and the development of appropriate transition planning and delivery of services; develops materials and provides ongoing professional development related to SPP/APR Indicator 13 related to Transition Planning and documentation; manages the Exit Document computer program; develops materials and provides professional development on the use of the exit document; prepares and participates in local school system monitoring visits and audits; serves as a collaborative team member in the implementation of the TAP-IT process.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

EDUCATION:  A Master’s Degree or equivalent 36 post baccalaureate credit hours of course work in Education, Special Education or a related field.   EXPERIENCE:  Four (4) years of professional experience in or affiliated with special education or early intervention, programs related to services for children with disabilities and their families is preferred. NOTES: Two additional years of extensive experience directly related to the position may be substituted for a Master’s Degree.

DESIRED OR PREFERRED QUALIFICATIONS

Preferred: Knowledge of State and federal laws, regulations and policies, and issues governing education programs for students with disabilities as it relates to secondary transition planning and the delivery of transition services.  Knowledge of national organizations and resources pertaining to secondary transition.  Skill in developing, implementing, and evaluating programs to assist local school systems and public agencies to improve the graduation rate of their students with disabilities, to reduce the drop-out rate of students with disabilities and to improve the post-school outcomes, including education and employment for students with disabilities.  Ability to interpret and apply laws and regulations governing special education programs, as well as transition planning and delivery of transition services.
