Main Purpose of Job

The Child Support Specialist Lead worker supports and assists the Child Support Specialist Supervisor with coordinating the work of a team of Child Support Specialist Trainees/I/II's. The lead worker position assigns, reviews, approves the work, and trains lower level Child Support Specialist Trainee/I/II's. The lead worker will also meet with custodial and non-custodial parents to resolve child support and medical support issues either through the court process or administratively. The lead worker must have a working knowledge of all Federal and State regulations, governing paternity establishment, UIFSA, support establishment and enforcement of child support cases.

POSITION DUTIES

Initiates, prepares and monitors cases for the purpose of enforcing child support orders.  Supports and assists the Child Support Specialist Supervisor in assigning, reviewing and approving the work of a team of Child Support Specialist Trainee / I / II's.  Assists the supervisor with staff training regarding policies and procedures.  Serves as the technical expert for the team and manages complex cases as assigned by the supervisor.  Prepares court dockets, attends court hearings, and dispositions the court docket.  Updates the court calendar using the Child Support Enforcement Computer System (CSES) to ensure all cases are listed on the calendar prior to the hearing date.  Negotiates voluntary agreements for payment of child support and liquidation of arrears with custodial and non-custodial parents in accordance with State regulations and guidelines.  Maintains and updates case information in CSES.  Performs other related duties.  Travel between local office and the courthouse will be required.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: An Associate of Arts degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university.

Experience: Two years of experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain and enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations.

Notes:

1. A Bachelor’s degree from an accredited college or university may be substituted for the required education.

2. A Bachelor’s degree in social services, human services, legal studies, public administration or similar fields of study from an accredited college or university may be substituted for the required education and one year of the required experience.

3. Experience investigating and analyzing child support cases and initiating appropriate actions to establish, maintain or enforce support payments for dependent children in accordance with Federal and State laws, rules and regulations may be substituted for the required education on a year-for-year basis.

4. Experience determining eligibility for government assistance programs may be substituted for one year of the specific program experience.

DESIRED OR PREFERRED QUALIFICATIONS

Knowledge of and participation in the Court Contempt Process.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
