POSITION DUTIES

The Revenue Administration Division (RAD) of the Comptroller of Maryland is recruiting for two  Accountant Manager I positions as described below.   Incumbents in both positions will be responsible for reviewing and preparing employee performance evaluation forms; assisting in the general oversight of new technologies related to work; and attending and participating in various meetings with administration, general accounting and other RAD Sections. Applicants who apply for this recruitment will be considered for both vacancies.

Assistant Manager, Revenue Accounting - The incumbent will assist the Manager of Revenue Accounting in the management of accounting staff in the Data Unit and the Banking Services Unit. The Data Unit records taxes and fees into the State's general ledger, the Financial Management Information System (FMIS).  The Banking Services Unit researches taxpayer payment issues. The incumbent will assist the Manager of Revenue Accounting with the management of accounting staff responsible for recording and reporting general fund and special fund taxes and fees. The incumbent will also be responsible for reviewing monthly reports and tax reconciliations to the FMIS, year-end closing schedules, and calculation and distribution of Admissions & Amusement and local income taxes to counties, towns and municipalities.

Assistant Manager, Taxpayer Media - The incumbent will assist the Manager of Taxpayer Media in overseeing the Corporation, Complex and High Dollar Unit. The incumbent will assist in the certification of business tax credits, in the development of the RAD's tax forms and in the maintenance of the content of RAD's web pages.

MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS

Education: A Bachelor's degree in Accounting from an accredited college or university, including or supplemented by three credit hours in Auditing  

Experience:  Three years of experience examining, analyzing and interpreting accounting systems, records and reports by applying generally accepted accounting principles or by auditing corporation income tax returns.  At least one of these years must have included supervisory responsibility in an accounting or other business environment.    

Notes:  

1.  Candidates may substitute a bachelor's degree from an accredited college or university with thirty credit hours in Accounting and related courses, including or supplemented by three credit hours in Auditing for the required education.
2.  Possession of a certificate as a Certified Public Accountant or a Master's degree in accounting from an accredited college or university may be substituted for one year of the required general accounting experience.

DESIRED OR PREFERRED QUALIFICATIONS

  • Experience with and knowledge of personal computers (proficiency with Microsoft Excel, Word and PowerPoint)
  • Experience using a computer to access, input and extract data
  • Demonstration of good written and oral communication skills
  • Experience preparing reports and statements
  • Experience with or knowledge of the Statewide accounting system (FMIS)
  • Ability to lead others
  • Willingness and ability to supervise work in a high-volume, production environment with tight deadlines
  • Confidence and self-motivation
  • Problem-solving and decision-making skills
  • Commitment to good work ethics
  • Willingness to work overtime as required
  • Knowledge of and experience with federal and State corporation income laws and
  • Possession of an active CPA license

SELECTION PROCESS

Only applicants who meet the minimum qualifications will be considered for this opportunity.  Qualifying applicants are subject to an oral interview.  Prior to appointment, the employee must successfully undergo a comprehensive background investigation including a review of criminal, MVA and tax records; and determination of legal authorization to work in the United States or under the United States Immigration Reform and Control Act of 1986.  Upon initial appointment OR promotion to a position in the State Personnel Management System, an employee is required to serve an initial six month probationary period.  This probationary period may be extended an additional six months under certain circumstances at the discretion of the appointing authority.
