Main Purpose of Job

The Maryland Health Care Commission, an independent State agency responsible for planning for health system needs and promoting informed decision-making by providing timely and accurate information on availability, cost, and quality of health care services to policymakers, purchasers, providers, and the public, is seeking a Health Policy Analyst.  Responsibilities of this position include: conducting Certificate of Need reviews of projects proposing the development of new or expanded services in acute care hospitals, ambulatory surgical facilities, and other types of health facilities; preparing analyses of health services utilization and financing data; developing State Health Plan chapters on acute hospital and ambulatory surgical services; and, preparing staff reports and policy analysis papers with recommendations for consideration by the Commission. The position requires strong quantitative analysis, writing, and oral presentation skills and ability to work as a member of a multidisciplinary team.

MINIMUM EDUCATION OR GENERAL REQUIREMENTS

Education: A Bachelor's degree from an accredited college or university.

Experience: Three years of experience evaluating, analyzing, researching and developing health care services, policies and programs.

Notes:

1. A Master's degree in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for one year of the required experience.

2. A PhD in Health Sciences, Health Care Administration, Public Health, Public Policy or closely related field may be substituted for two years of the required experience.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle.  Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.
