Main Purpose of Job
This position with the Division of Rehabilitation Services, Rehabilitation Technology Services Program specializes in the management and coordination of a statewide comprehensive program providing architectural modification services.
This service includes assessing residential and worksites for accessibility issues, recommending modifications, taking photographs, developing contractual bid specifications and drawings, coordinating procurement activities, working closely with and inspecting contractors work, and providing technical assistance and training to DORS staff and approved vendors, individuals with disabilities and the public.
The services promote employment, economic self-sufficiency and /or independence of individuals with disabilities.
POSITION DUTIES
Perform property evaluations of residential and worksites to determine accessibility needs, recommending modifications that follow ADA law, developing specifications and drawings in accordance with state and local building codes, coordinating procurement activities, providing construction management services to assure contractors are following specifications and codes, and providing technical assistance and training to DORS staff, approved vendors, individuals with disabilities and the public. Services are provided throughout Maryland.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
Education: Bachelor’s degree in engineering or architecture from an accredited college or university.
Experience: One year of experience as a design and project manager engineer or architect for agency capital and operating construction, maintenance and system services projects.
Notes: 1. Additional experience as an engineer or architect in the building construction field involving the design, construction or repair of building structures or system services may be substituted on a year-for-year basis for the required education.
2. Professional Engineer or Professional Architect registration in the State of Maryland or in a state with comparable requirements may be substituted for the education and experience requirements.
SELECTIVE QUALIFICATIONS
Knowledge of residential construction, design, construction specifications, contracts, and bid solicitation process. Knowledge of applicable federal (especially ADA) and state / local laws, regulations and codes. Effective verbal and written communication skills. Ability to work as a member of a rehabilitation team.
DESIRED OR PREFERRED QUALIFICATIONS
One year of professional experience in residential or commercial construction including contracting, inspections and project management is preferred.
