Main Purpose of Job

The main purpose of this position is to manage, direct, and supervise the Non-Emergency Medicaid Transportation Program and program staff and also to develop and monitor a $1.2 million program budget.  This position will develop and implement improvements or modifications to operating procedures; prepare and review financial and statistical data reports, etc; respond to inquiries and complaints on behalf of the program; reconcile ambulance invoices; approve and submit bills for payment; and review contract deficiencies and adjust payments according to contract requirements. This position will also assign, review, and approve work of staff; provide advice and guidance to staff on resolution of complex problems; receive incoming telephone calls from Medicaid clients requesting transportation to medical appointments; screen requests; determine eligibility; schedule transportation and perform miscellaneous related administrative and supervisory duties.

MINIMUM QUALIFICATIONS

Education: Possession of a bachelor's degree from an accredited four-year college or university.

Experience: One (I) year experience in administrative or professional work.

Notes:

1. Candidates may substitute additional experience in administrative staff or professional work on a year-for-year basis for the required education.

2. Candidates may substitute additional graduate level education at an accredited college or university at the rate of 30 semester credit hours for each year of the required experience.

3. Candidates may substitute U.S. Armed Forces military service experience as a commissioned officer involving staff work that included the regular independent judgment and analysis in applying and interpreting complex administrative plans, policies, rules or regulations or analysis of operational programs or procedures with recommendations for improvement on a year to year basis for the required education and experience.

DESIRED OR PREFERRED QUALIFICATIONS

The successful candidate should have knowledge of and experience with Tran-Track Program. Knowledge of the processes of planning, organizing, staffing, and directing the program. Knowledge of the basic principles of accounting, budgeting, fiscal controls and statistics. Ability to identify problem areas and recommend appropriate solutions. Ability to prepare and present reports or recommendations clearly and concisely. Ability to interpret and apply a variety of laws, rules, regulations, standards and procedures. Ability to establish and maintain effective relationships with co-workers and the general public. Ability to plan, organize and direct the work of others.

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification may be assigned duties which require the operation of a motor vehicle. Employees assigned such duties will be required to possess a motor vehicle operator’s license valid in the State of Maryland.

BARGAINING UNIT STATUS

The incumbent in this position is a member of a covered bargaining unit and will be required to pay a bi-weekly service fee to the exclusive representative of the bargaining unit.
