Main Purpose of Job
This is a management position serving as Director of Field Services/Client Services Program responsible for coordinating and implementing a delivery system to promote the economic and personal independence of individuals with disabilities designed to enhance achievement of individual goals and program outcomes.
POSITION DUTIES
Directs, develops, manages, and monitors the annual program and performance plans of field staff to assure efficient, effective and consumer responsive service delivery systems designed to promote the achievement of successful, competitive employment outcomes by consumers; promotes and expands employment opportunities for individuals with disabilities through the implementation of cooperative programs with community rehabilitation providers, employers and other state agencies; develops and maintains the budget and allocates resources consistent with Division proprieties; oversees the development, maintenance and reporting of program goals; ensures compliance with federal and State regulations in assessing the programs effectiveness; supervises the work performed by staff, including conducting performance appraisals.
MINIMUM EDUCATION OR GENERAL REQUIREMENTS
EDUCATION: Possession of a Bachelor’s Degree with coursework in Management, Supervision and Administration, or a closely related field. A Master’s Degree is preferred.
EXPERIENCE: Eight (8) years of professional experience in rehabilitation or in the adjudication or processing of disability claims is required. Five (5) years of the required experience must have included direct supervision of other professional employees or specialized experience as the technical lead in establishing eligibility and providing rehabilitation services for clients with disabilities or in developing disability claims and establishing for Social Security Disability Benefits and Supplemental Security Income.
NOTE: A Master’s Degree of equivalent 36 credit hours of post baccalaureate course work in Educational Administration, Rehabilitation Counseling, Special Education, Counseling and Guidance, Vocation Evaluation, Psychology or in a Social Science related field may be substituted for one (1) year of the required experience in rehabilitation or in the adjudication or processing of disability claims.
DESIRED OR PREFERRED QUALIFICATIONS
Knowledge of the administration of vocation rehabilitation programs including State and federal regulations governing the rehabilitation or disability determination process; knowledge of the principles of effective supervision and management of employees; knowledge of principles of organizational planning, budgeting, staffing and management; ability to communicate clearly and effectively; ability to interpret laws, regulation policies and procedures; ability to establish and maintain effective working relationships with other rehabilitation officials, State and federal legislators, employees and the general public.
