IDEAL CANDIDATE PROFILE

The ideal candidate will possess at least 5 years of directly related experience. Candidate should possess a current Certified Florida Evaluation certification (CFE) or equivalent appraisal certification. This position will be responsible for mid-level managerial duties in the collection of real estate valuation data and valuing residential property for the preparation of the tax roll.

MINIMUM QUALIFICATIONS

Graduation from an accredited four year degree granting college or university; and 
Five years of mid-level managerial experience.

An equivalent combination of education, training and experience that would reasonably be expected to provide the job-specific competencies noted below.

JOB SPECIFIC COMPETENCIES

  • Extensive knowledge of the principles and practices of property valuation.
  • Considerable knowledge of the laws and regulations governing the appraisal and valuation of property.
  • Ability to work effectively with others.
  • Ability to communicate effectively both orally and in writing.
  • Ability to plan, organize and manage the work of others.
  • Ability to prioritize work.
  • Ability to use initiative and sound judgment.
  • Ability to learn and use a variety of software including Microsoft office, SPSS and the CAMA system.

REPRESENTATIVE DUTIES

  • Performs analysis, develops mass appraisal models, and sets assessments on certain high-profile and special-purpose properties.
  • Reviews and calibrates valuation models for all commercial property types.
  • Provides narrative appraisal reports for property tax litigation and testifies in court in defense of those appraisals.
  • Assists attorney in valuation issues in preparation for trial.
  • Reviews appeals on high-profile and complex properties and represents the department at Value Adjustment Board Hearings.
  • Provides direct support to commercial staff on valuation issues and Value Adjustment Board hearings.
  • Interprets laws and regulations and explains methods and procedures used in property valuations to ensure consistent applications of laws and accepted appraisal principles and practices.
  • Maintains Commercial Department information library, including managing subscriptions, storing information, and organizing data.
  • Performs other related duties as required.
