JOB OVERVIEW

Provide and perform professional managerial, administrative and technical duties for the operation, planning, and coordinating of a Public Works Maintenance Unit providing right-of-way maintenance.  Responsible for the professional administration and supervision of staff and services to achieve quality performance and efficient utilization of manpower, materials and equipment.

MINIMUM QUALIFICATIONS

An Bachelor’s Degree from an accredited degree granting college or university; and

Eight years of experience in the maintenance, repair or replacement of transportation assets, including three years at the supervisory level.  

Or an equivalent combination of education, training and experience that would reasonably be expected to provide the job-related competencies noted below.

JOB SPECIFIC COMPETENCIES

  • Knowledge of applicable local, State and federal statutes for regulatory agencies such as: Department of Environmental Protection; South West Florida Water Management District; Federal and Florida Department of Transportation; Occupational Health and Safety and other agencies that have jurisdiction over the operations of a Public Works Department.
  • Working knowledge of standards and processes for performing transportation maintenance and preserving County's assets in compliance with Government Accounting Standards Board Statement 34 (GASB 34).
  • Ability to develop and communicate policies and procedures.
  • Ability to monitor and administer operational budget for efficient services.
  • Ability to make decisions for often complex and multifaceted problems using a high level of judgment, inter-personal relationship skills and the ability to evaluate the delivery of public services.
  • Ability to plan and utilize available resources of manpower, equipment and materials to properly administer the allocated funds efficiently and effectively.
  • Ability to utilize County automated systems and applications for communication, reports, budgeting, purchasing, correspondence and scheduling.
  • Ability to effectively communicate verbally and in writing.

REPRESENTATIVE DUTIES

Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  • Develop strategic and operational plans to effect cost-efficient services that meet performance standards and measures for successful implementation of administrative and logistical processes to ensure unit and department goals and objectives are met.
  • Lead and manage a unit in support of the preservation of the County's assets and compliance with Government Accounting Standards Board Statement 34 (GASB 34).
  • Manage selection, evaluation, training, assignment, development and supervision of staff. Coordinate, communicate and direct administration of policies, procedures and processes. Rate, review and exercise progressive discipline.
  • Authorize purchases and payments.
  • Periodically attend Town Hall meetings, public meetings, neighborhood and association meetings and meet with citizens to discuss services, concerns and status of projects or represent the unit, division or department. Foster good rapport and maintain a productive level of communication.
  • Perform site visits for evaluation of services and to coordinate planned services and projects.
  • Manage and analyze data from field inspections. Perform site visits to coordinate planned services and projects. Review staff reports and collaborate to ensure service delivery.
  • Serve as the principal point of contact for services in the area of responsibility with County Commissioners, officials at higher levels, members of the public, homeowners, civic and neighborhood associations, internal and external customers; handling of often sensitive or complex situations and relationships; prepare correspondence and response for Commissioner inquiries, and service requests.
  • Provide department support for the Emergency Support Function 3 (ESF 3) by responding to emergency events and times of crises to provide public safety.

PHYSICAL REQUIREMENTS

Physical Demands:

This is an unclassified, executive level position.  Position requires site visits, which  may result in walking along busy roadways in, walking in the sun, heat, humidity or inclement weather.  This position will also report to duty during emergency events, such as hurricane, tropical storm, etc.

Work Environment:

Primarily office setting at a satellite field office.  Will be required to attend meetings with higher level staff, which will require travel to other County facilities.

  • Dental Insurance: Employees are eligible to enroll in the dental coverage and choose from four options: High DMO, Low DMO, a network Open Access Plan, and a PPO. Coverage is effective the first of the month following 30 days of employment.
  • Vision Care: Employees and their dependents are eligible to enroll in the vision coverage. Co-payment coverage includes exams, lens and frame, as well as an allowable contact lens expense. Coverage is effective the first of the month following 30 days of employment.
  • Employee Assistance Program: This program provides all employees and family members with professional, confidential counseling sessions. All employees and dependents are afforded up to six (6) free visits per Plan year. Coverage begins on the first day of employment.
  • Tuition Reimbursement: Employees may be reimbursed up to $1,000 (undergraduate), $2000 (graduate) per fiscal year for classes at an accredited college or university for courses that enhance your ability to perform your current job duties.
  • Holidays: Employees receive up to 12 paid holidays per year.
