Summary Statement

This position is responsible for managing six inspectors, three techs, a budget operator, and an administrative assistant; eleven employees overall. The section is responsible for construction (assigned to contractors) of all traffic signals and Intelligent Transportation System (ITS) equipment on all DelDOT projects, statewide. This position is critical in allowing DelDOT to deliver its capital program. Major duties for this position include constructability reviews, inspection services, signal and ITS construction, equipment procurement, inventories, and contractor supervision.

Essential Functions

  • Plans, coordinates, reviews and evaluates programs and projects for traffic signals, sign fabrication, sign installation, and pavement markings in an assigned district.
     
  • Prepares costs estimates, reviews and coordinates allocation of funds available to undertake projects within the areas of signals, signing and striping.
     
  • Establishes work priorities schedules and assigns work through subordinate supervisory personnel.
     
  • Investigates and coordinates solutions to right-of-way and utility constraints or restrictions.
     
  • Investigates complaints and prepares correspondence to answer inquires from the public, contractors or private companies concerning signing, signals or marking operations.
     
  • Reviews contractor's invoices for payment and maintain cost and expenditure records for each purchase order and/or project.
     
  • Coordinates the requests for the manufacturer of signs by all State agencies, towns, and municipalities.
     
  • Coordinates and assists in the semi-annual formulation of federal and state price listings for signs.
     
  • Prepares and submits materials contracts for public bidding.
     
  • Evaluates materials and supplies available for use in the production of signs and pavement marking area.

Job Requirements

JOB REQUIREMENTS for Traffic Operations Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in interpreting the Manual on Uniform Traffic Control Devices (MUTCD) requirements.
  2. Three years experience in estimating cost, time and materials for projects.
  3. Six months experience in interpreting blueprints, schematics or technical drawings.
  4. Six months experience in traffic project management which includes planning, developing, implementing, managing and evaluating traffic projects to ensure objectives are met.
  5. Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.
  6. Knowledge of contract development which includes writing and negotiating contracts.
