Summary Statement

This position manages and provides daily administration of the State’s PCard Program and Single Use Account (SUA) Program.  Both programs are administered through a 3rd party bank.  This position also manages the W-9 process, Vendor Creation/Maintenance and the vendor 1099 process for the State.  The working manager must maintain positive relationships with the 3rd party bank and the State’s vendors while managing a diverse team directly and through supervisory staff.

Selective Requirement

Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.
  1. One year experience in using an automated financial management information system to enter, update, modify, delete, retrieve/inquire and report on data.

  2. Six months experience in developing accounting or internal control policies.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

  1. Six months experience in overseeing an integrated financial procurement or travel card program.
  2. Six months experience in applying Internal Revenue Service rules and regulations applicable to (IRS) 1099 tax form.
  3. Six months experience in supervising functional support of one or more financial modules of an enterprise resource planning system.

Essential Functions

  • Organizes, staffs, budgets and directs a statewide strategic Management Resource Information System.
     
  • Establishes long and short-term goals in order to meet strategic objectives of an integrated statewide automated information system.
     
  • Monitors and evaluates system requirements in order to meet established goals and objectives.
     
  • Develops, plans and implements major software enhancements and applications.
     
  • Oversees the training and development of staff and agency personnel on the technical procedural use of system information.
     
  • Develops project planning policies and procedures for statewide use.
     
  • Implements special projects, responding to various requirements for information not otherwise provided by current system capabilities.

Job Requirements

JOB REQUIREMENTS for Strategic Information Systems Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  2. Three years experience in designing, developing and maintaining information systems.
  3. Six months experience in staff supervision of two or more employees which includes to plan, assign, review, discipline, recommend hire, promotion, termination and administer performance plans and reviews.

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
